Job Overview:
The Operations Support and Logistics (OSL) Lead plays a critical role in the WHO's Health Emergencies Programme, which aims to assist countries in preparing for and responding to health emergencies. This position involves managing logistics operations and ensuring the effective integration of logistics into WHO's overall incident management system. The OSL Lead is responsible for planning and overseeing the procurement of goods and services necessary for emergency response operations, establishing partnerships with national authorities, and leading the field incident management team. The role requires a proactive approach to supply chain management, ensuring timely delivery of essential supplies, and maintaining compliance with WHO standards. The OSL Lead will also coordinate with various stakeholders to enhance operational efficiency and effectiveness in emergency situations.

Duties and Responsibilities:
  • Actively participate in the overall management of WHO's emergency response by providing an OSL strategy to the incident manager.
  • Plan and ensure timely provision of quality equipment and consumables for emergency operations.
  • Establish partnerships and coordinate logistics responses at the national level.
  • Lead and manage the OSL field incident management team, ensuring compliance with WHO/OSL quality standards.
  • Oversee procurement, transportation, and delivery of goods for incident management operations.
  • Maintain robust inventory and stock control management mechanisms.
  • Supervise the maintenance of essential incident management equipment stockpiles.
  • Coordinate field offices and telecommunication networks in compliance with WHO procedures.
  • Ensure adequate staff transportation and organizational setup. 1
  • Manage fleet procedures, including planning and maintenance. 1
  • Ensure appropriate living conditions for deployed staff. 1
  • Oversee health logistics and ensure health facilities are equipped to sustain medical activities. 1

  • Conduct regular field assessments and monitor supply management. 1
  • Uphold ethical standards and conduct in line with WHO's principles.

Required Qualifications:
  • An advanced University degree in Supply Chain Management, Logistics, Engineering, or a Health-related field is essential.
  • Professional certification in transport, distribution, or supply chain management is desirable.
  • At least seven years of related experience in managing logistics operations at national and international levels, particularly in emergency humanitarian operations, is essential.
  • Experience with WHO, UN agencies, or recognized humanitarian organizations is desirable.
  • Knowledge of import/export and customs administration is beneficial.
  • Excellent analytical, interpersonal, and communication skills are required.
  • Ability to write clearly and present factual information effectively is essential.

Educational Background:
Candidates must possess an advanced University degree in Supply Chain Management, Logistics, Engineering, or a Health-related field. Professional certifications such as APICS - Certified Supply Chain Professional (CSCP) or CIPS are desirable but not mandatory.

Experience:
Candidates should have a minimum of seven years of relevant experience in logistics operations and supply chain management, particularly in international organizations or institutions. Experience in emergency humanitarian operations is crucial, and prior work with WHO or UN agencies is highly regarded. Familiarity with import/export regulations and customs administration is also beneficial.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and Arabic is desirable, as it may enhance communication with diverse stakeholders in the field.

Additional Notes:
This position is subject to WHO Staff Regulations and Rules. The remuneration for this role starts at USD 84,672 annually, with additional benefits including a variable post adjustment, 30 days of annual leave, allowances for dependents, and an education grant for children.
