Job Overview: The Rapid Response Supply Chain Officer will play a crucial role in supporting all supply chain aspects of the Rapid Response Team managed by the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters. This position involves deploying to new emergencies, either individually or as part of the Rapid Response Team, and coordinating supply chain-related activities during these deployments. The officer will work closely with the Senior Emergency Preparedness and Response Officer and the Emergency Response Officer, ensuring effective coordination with the receiving Country Office. The Rapid Response Teams are expected to deploy to emergency situations globally, ideally within 72 hours, for periods generally not exceeding two months. Candidates should be prepared for extensive travel, approximately two-thirds of their working time, while adhering to downtime guidelines. The position is based in Athens, Greece, where part of DHRR HQ is located, and involves contributing to strategic planning for supply chain activities related to crisis response programs, conducting logistics capacity assessments, and managing procurement and logistics operations.
Duties and Responsibilities: The duties and responsibilities of the Rapid Response Supply Chain Officer include: contributing to strategic planning for supply chain activities in the Country Office related to crisis response programs; conducting logistics capacity assessments and market research; coordinating and monitoring all supply chain management tasks, including planning, budgeting, and provision of goods and services; preparing regular progress reports and statistical information; managing operational capacity of supply chain activities, including procurement, customs, warehouse management, and transport; reviewing procurement requests and evaluating vendor performance; soliciting bids and overseeing the bidding process; ensuring timely submission of reports; establishing internal control mechanisms for supply chain management; supporting maintenance and repair of office facilities; providing training and guidance to SCM staff; participating in UN inter-agency meetings; preparing handover and reporting procedures at the end of deployments; and undertaking frequent duty travel to provide technical guidance and build capacity at the Country Office and Sub/Field Offices.
Required Qualifications: The required qualifications for the Rapid Response Supply Chain Officer position include a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have experience in managing diverse procurement and logistics operations, demonstrated experience in training and supervising teams, and knowledge of managing construction projects. A solid understanding of conflict sensitivity and the ability to incorporate it throughout a project cycle is also essential.
Educational Background: Candidates must possess a Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with four years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience: The position requires candidates to have experience in managing diverse procurement and logistics operations. They should have demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers, and knowledge of managing construction projects, which will be considered an advantage. Additionally, candidates should have a solid understanding of conflict sensitivity as a core principle and the ability to incorporate it throughout a project cycle, including experience applying conflict analysis tools and adjusting programming according to potential influence on conflict dynamics.
Languages: Fluency in English is required for all applicants, both oral and written. Working knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a Special Short Term Graded contract for up to 6 months, with the possibility of extension. It is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. Internationally recruited professional staff are required to be mobile. Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
