Job Overview: The Rapid Response Resources Management Officer will play a crucial role in supporting all resource management aspects related to rapid response deployments managed by the Department of Humanitarian Response and Recovery (DHRR) at IOM Headquarters. This position involves deploying to emergencies, either individually or as part of the Rapid Response Team, and coordinating the implementation of resource management functions during these deployments. The officer will work under the supervision of the Senior Emergency Preparedness and Response Officer and will be responsible for ensuring effective resource management in emergency operations, which includes finance, procurement, logistics, ICT, human resources, and travel operations. The role requires readiness to travel extensively, as the Rapid Response Teams are expected to deploy to new emergency situations worldwide, ideally within 72 hours, for periods generally not exceeding two months, subject to review in exceptional circumstances.
Duties and Responsibilities: The duties and responsibilities of the Rapid Response Resources Management Officer include planning, coordinating, and managing all resource management functions for emergency operations in the Country Office of deployment, field offices, and field operations. This encompasses oversight of financial expenditure and accountability, undertaking analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis of projects, forecasting cash flows according to emergency activities, and ensuring compliance with donor agreements. The officer will also coordinate the preparation of donor financial reports, develop and implement operational control systems, ensure adherence to internal controls, build capacity within the resources management team, and lead the coordination of financial and administrative aspects of agreements. Additionally, the officer will support emergency human resources functions, manage queries on program fund allocation, represent the organization at relevant meetings, and maintain collaboration with humanitarian support units for crisis monitoring.
Required Qualifications: Candidates must possess a Master’s degree in Business Administration, Finance, Accounting, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the same fields with seven years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are advantageous. Candidates should have field experience, particularly in liaising with governmental and diplomatic authorities, and experience in large complex humanitarian emergencies, accounting, budgeting, financial management, and reporting.
Educational Background: The educational background required for this position includes a Master’s degree in Business Administration, Finance, Accounting, or a related field from an accredited institution. Candidates with a University degree in these fields must have additional relevant professional experience to meet the qualifications. Accreditation from recognized universities listed in the UNESCO World Higher Education Database is essential.
Experience: The position requires candidates to have significant field experience, particularly in complex humanitarian emergencies. This includes experience in financial management, budgeting, and reporting, as well as the ability to prepare clear and concise financial and management reports. Familiarity with international institutions and a solid understanding of conflict sensitivity as a core principle are also essential. Candidates should demonstrate the ability to incorporate conflict analysis tools throughout the project cycle and adjust programming accordingly.
Languages: Fluency in English, both oral and written, is mandatory for all applicants. Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is classified as a Special Short Term Graded contract for up to 6 months, with the possibility of extension. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months. Candidates must meet medical fitness requirements and any residency or visa requirements. The organization has a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations and IOM, including discrimination and harassment.
