Job Overview:
The Preparedness Coordinator will play a crucial role within the Preparedness and Humanitarian Response Division (PHRD) of IOM, which is responsible for leading the organization's efforts in crisis preparedness and humanitarian response. This position involves overseeing the preparedness and anticipatory action work of the PHR division, ensuring effective communication and collaboration with both internal and external stakeholders. The coordinator will provide technical guidance, contextualize tools, and support the establishment and maintenance of emergency preparedness and anticipatory action strategies and plans. The role also includes contributing to policy formulation in line with IOM's objectives, facilitating coordination among IOM colleagues, and supporting strategic foresight analysis to identify potential future crises affecting migration. The Preparedness Coordinator will represent IOM in inter-agency forums and develop partnerships to enhance the effectiveness of preparedness initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Preparedness Coordinator include overseeing the preparedness and anticipatory action work of the PHR division, coordinating IOM's response to preparedness and anticipatory action, providing technical guidance, and supporting the establishment of emergency preparedness strategies. The coordinator will facilitate coordination among IOM colleagues, contribute to strategic foresight analysis, identify opportunities to enhance preparedness strategies, represent IOM in inter-agency forums, develop partnerships, identify funding opportunities, coordinate capacity-building initiatives, manage the Preparedness unit and staff, and provide technical support to regional preparedness officers and country offices. The role requires a proactive approach to enhance cross-sectoral collaboration and ensure that preparedness is integrated across all functional areas of IOM.

Required Qualifications:
Candidates must possess a Master's degree in International Relations, Humanitarian Affairs, Disaster Management, Social Sciences, or a related field from an accredited academic institution, along with five years of professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience in emergency preparedness and response is acceptable. Experience should include working at the international level with UN agencies, international organizations, and NGOs in complex humanitarian operations, as well as expertise in program coordination, project development, monitoring, and evaluation. Strong communication, negotiation, and data analysis skills are essential, along with familiarity with humanitarian principles and standards.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as International Relations, Humanitarian Affairs, Disaster Management, or Social Sciences from an accredited institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify for the role. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.

Experience:
The position requires candidates to have substantial experience in emergency preparedness and response, particularly in complex, multi-stakeholder environments. This includes knowledge of various aspects of emergency preparedness, experience working with UN agencies and international organizations, and proven skills in program coordination, project management, and resource mobilization. Candidates should demonstrate a strong ability to work independently and collaboratively, manage multiple priorities, and deliver results under tight deadlines. Experience in strategic planning and capacity development is also essential for this role.

Languages:
Fluency in English is mandatory for all applicants, both oral and written. Additionally, a working knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the communication requirements of the position.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments.
