Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Specialist position is critical for ensuring the safety and security of UNFPA personnel, property, and operations in Ethiopia. The role involves advising on security measures, implementing security policies, and coordinating with various stakeholders, including the UN Department of Safety and Security (UNDSS). The Security Specialist will be responsible for integrating security considerations into all aspects of UNFPA programming, from project planning to execution. This includes conducting threat and risk assessments, developing security plans, and ensuring compliance with UN security policies. The position requires a proactive approach to risk management, enabling UNFPA to deliver its programs effectively while safeguarding its staff and resources. The Security Specialist will also play a key role in training personnel on security protocols and maintaining communication with local authorities and security agencies.

Duties and Responsibilities:
The Security Specialist will have a comprehensive set of responsibilities, including:
  • Providing security policy guidance and management support to the Country Representative and management team.
  • Mainstreaming security into design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, ensuring that security considerations are integrated at all levels.
  • Conducting threat and risk assessments to identify potential security challenges and implementing appropriate mitigation measures.
  • Liaising with partner organizations and coordinating security activities to ensure the safety of UNFPA staff.
  • Developing and maintaining a security network of international and national personnel.
  • Participating in security cell meetings and contributing to the Security Management Team's efforts.
  • Ensuring compliance with the UN security framework and updating security plans as necessary.
  • Providing timely security advice and information to UNFPA management and staff.
  • Monitoring project budgets related to security measures and ensuring proper allocation of resources. 1
  • Conducting periodic security assessments of UNFPA premises and advising on improvements. 1
  • Coordinating training for staff on security protocols and emergency procedures. 1
  • Responding to security incidents and coordinating with relevant authorities. 1
  • Preparing reports and documentation related to security activities and incidents.

Required Qualifications:
Candidates must possess a Master's Degree in fields such as Business Administration, Political/Social Science, Psychology, Military Science, or Law Enforcement. A Bachelor's degree combined with a military or police academy diploma is also acceptable. Additionally, candidates should have at least five years of relevant experience in security management, military, police, or humanitarian work. Knowledge of the UN Security Management System (UNSMS) and experience in conflict or crisis environments are highly desirable. Candidates should demonstrate strong interpersonal skills, the ability to work under pressure, and a commitment to ethical standards and diversity.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field, such as Business Administration, Political/Social Science, Psychology, Military Science, or Law Enforcement. A Bachelor's degree along with a military or police academy diploma is also considered relevant. This educational foundation is essential for understanding the complexities of security management within the context of UN operations and humanitarian efforts.

Experience:
The position requires a minimum of five years of experience in security management or related fields. Candidates should have practical experience working in military, police, or humanitarian settings, particularly in high-risk environments. Familiarity with the UN Security Management System (UNSMS) and the ability to navigate complex security challenges are crucial for success in this role. Experience in conducting threat assessments, developing security plans, and coordinating with various stakeholders is also essential.

Languages:
Fluency in English is mandatory for this position. Knowledge of other UN languages is considered an asset, as it enhances communication and collaboration with diverse teams and stakeholders in the international context.
