Job Overview: The position of TVET Consultant at UNESCO Antenna in Ukraine is pivotal in strengthening the engagement in Technical and Vocational Education and Training (TVET) amidst the evolving educational landscape of Ukraine. This role is particularly significant in the context of post-war recovery and socio-economic reconstruction, as well as the transformation of the labor market. The consultant will be responsible for conducting analytical work and resource mobilization to support the development and modernization of Ukraine's TVET system. This includes mapping and analyzing existing initiatives, identifying synergies and gaps, and strategically positioning UNESCO as a key partner in TVET reform. The consultant will work closely with various stakeholders, including governmental bodies, international organizations, and NGOs, to ensure alignment with global strategies and national priorities. The position is home-based with several missions to Kyiv, allowing for flexibility while ensuring active engagement with local partners.
Duties and Responsibilities: The consultant will undertake a comprehensive mapping of TVET actors, programs, and initiatives in Ukraine, analyzing focus areas, coverage, target groups, and funding levels. This involves assessing the impact of ongoing initiatives, identifying trends and challenges, and proposing areas for UNESCO's future engagement. The consultant will also develop project proposals and funding briefs aligned with UNESCO's priorities, liaise with potential donors, and support the monitoring of new initiatives. Additionally, the consultant will serve as UNESCO's technical focal point for TVET, facilitating coordination among stakeholders, representing UNESCO in various forums, and ensuring coherence with global frameworks. The expected deliverables include a comprehensive mapping report, analytical briefs, project concept notes, and contributions to national coordination mechanisms.
Required Qualifications: Candidates must possess an advanced university degree in Education, Economics, Public Policy, Social Sciences, or a related field. A specialization in TVET, skills development, or labor market studies is highly desirable. The role requires a minimum of 5 years of relevant professional experience in TVET, education reform, or skills development, with proven experience in conducting sectoral analysis and developing project proposals. Familiarity with UNESCO's work on TVET and experience engaging with government ministries and donor agencies in Ukraine or similar contexts are significant assets. Strong analytical, writing, and presentation skills are essential, along with excellent interpersonal and communication abilities.
Educational Background: An advanced university degree in a relevant field such as Education, Economics, Public Policy, or Social Sciences is required.
