Job Overview:
The Senior Technical Advisor – Maternal Newborn and Child Health (MNCH) is responsible for providing expertise and technical leadership for the ACHIEVE programming in MNCH. This role ensures the technical and programmatic quality of MNCH initiatives by leading the design, planning, implementation, monitoring, and documentation of strategic and technical approaches. The advisor applies state-of-the-art science and aligns with global guidelines, standards, and protocols. Responsibilities include providing direct technical assistance to ACHIEVE consortium and sub-partner organizations, contributing to knowledge exchange and skill transfer, and supporting the growth and expansion of MNCH programming. The position requires a proactive approach to influence progressive change and maximize Pact's impact globally, while adhering to a culture of inclusion, accountability, and respect.

Duties and Responsibilities:
The Senior Technical Advisor will provide technical advice, direction, and quality assurance to ensure high-quality delivery of MNCH activities under the ACHIEVE project. Key responsibilities include: 1) Providing effective technical assistance, supportive supervision, and mentoring for ACHIEVE global and country staff, consortium partners, and implementing sub-partners. 2) Monitoring the implementation of activities to ensure timely completion of objectives and targets. 3) Leading the development of annual MNCH activity workplans in collaboration with stakeholders and ensuring successful implementation and monitoring of planned activities. 4) Developing relevant deliverables such as quarterly and annual reports, field project evaluations, and more. 5) Accessing and disseminating state-of-the-art information and providing strategic advice on emerging issues. 6) Supporting country offices and partners during project start-up by developing work plans and orienting new staff. 7) Contributing to the development of innovative models and tools, documenting technical achievements, and participating in thought leadership activities. 8) Recommending areas for operational research and supporting implementation science research efforts. 9) Contributing to the development and technical review of educational materials. 10) Serving as a technical leader for new business pursuits when requested, leading intelligence gathering and strategy development for proposals.

Required Qualifications:
The position requires a Master’s degree and at least 9 years of relevant experience, or an equivalent combination of education and experience. An advanced clinical degree or MD/PhD is preferred, along with a master’s degree in a health-related field. Candidates should have at least 10 years of relevant professional experience, including international public health programming, with a minimum of 5 years of overseas work experience. Significant experience in international development and public health programs, particularly in Maternal Newborn and Child Health, is essential. Proven programmatic, technical, and managerial abilities, along with strong interpersonal skills for collaboration across diverse organizations, are required. Candidates should demonstrate organizational, consulting, mentoring, and coaching skills, sound judgment, and high ethical standards. Adaptability to changing priorities and deadlines is also necessary.

Educational Background:
Candidates must possess a Master’s degree in a relevant field, with an advanced clinical degree or MD/PhD being preferred. The educational background should be complemented by substantial experience in health-related fields, particularly in international public health programming.

Experience:
The ideal candidate should have at least 10 years of relevant professional experience, including significant international public health programming experience. A minimum of 5 years of overseas work experience is required, with a strong focus on Maternal Newborn and Child Health. Experience providing direct technical assistance in developing countries is essential, along with a proven track record of managing complex health projects within a non-profit organization in a developing country context.

Languages:
Fluency in English is mandatory, with excellent written and spoken communication skills. Candidates who are fluent in a second major language are preferred, especially if they can conduct training and business in that language.

Additional Notes:
The salary for this position ranges from $115,000 to $145,000, determined by various factors including skill sets, experience, training, certifications, education, and internal equity. Pact typically does not hire employees at the top of the salary range for their roles, and compensation decisions are made based on the aforementioned circumstances. The position may involve full-time commitment and could include responsibilities that require international travel.
