Job Overview:
The Public Health Specialist (Innovative case finding & Surveillance) will play a crucial role in supporting the National Tuberculosis Elimination Program (NTEP) in India. This position requires a highly motivated individual with extensive experience in providing technical support for the implementation, coordination, supervision, monitoring, and evaluation of national and subnational health strategic and operational plans, particularly in tuberculosis control. The role involves significant travel (40%) across the country to support various public health activities related to innovative case finding and surveillance. The specialist will work closely with the Central TB Division and other stakeholders to enhance the effectiveness of TB interventions and ensure that high-quality perspectives are provided on the activities and workstreams of the NTEP.

Duties and Responsibilities:
The duties and responsibilities of the Public Health Specialist include providing technical assistance and monitoring support for public health activities related to innovative case finding and surveillance. The specialist will offer technical guidance on planning, scaling, and monitoring active case finding and intensified case finding interventions for high-risk groups. They will assist in creating detailed frameworks for micro-plans for active case finding activities at community levels, collaborating with various programs, departments, and stakeholders. The role also involves providing insights into screening and diagnostic algorithms, supporting the development and implementation of clinical, diagnostic, and case management systems, and contributing to the monitoring and evaluation framework for active case finding performance. Additionally, the specialist will document best practices, success stories, and learnings related to innovative case finding and surveillance, and extend technical support to operational research projects under the guidance of the Central TB Division.

Required Qualifications:
Candidates must possess a medical degree (MBBS) with a minimum of 8 years of experience in tuberculosis control, or an MD in Community Medicine, Respiratory Medicine, Internal Medicine, or Medicine with at least 7 years of experience. Alternatively, a Master of Public Health (MPH) in Infectious Diseases, Epidemiology, or related fields with a minimum of 8 years of experience is acceptable. Field experience in clinical and programmatic management of TB or drug-resistant TB in resource-constrained settings is essential. Candidates should also have experience with project monitoring and evaluation processes, as well as data analysis, coding, and health information systems, ideally within a health or TB program.

Educational Background:
The educational background required for this position includes a medical degree (MBBS) or a relevant postgraduate degree such as an MD or MPH. The focus should be on fields related to infectious diseases, epidemiology, or public health, with a strong emphasis on tuberculosis control and management.

Experience:
The position requires significant experience, specifically a minimum of 8 years for MBBS graduates, 7 years for MD graduates, and 8 years for MPH graduates. This experience should be in the field of tuberculosis control, programmatic management, and public health, particularly in resource-constrained settings. Candidates should also have a proven track record in project monitoring and evaluation, as well as data analysis and health information systems.

Languages:
Fluency in English is mandatory, and proficiency in local languages spoken in the regions of India where the NTEP operates would be advantageous. This will facilitate effective communication with local stakeholders and communities.
