Job Overview:
The Project Coordinator will play a crucial role in the planning, coordination, implementation, and monitoring of project activities related to the Enterprise Development Fund (EDF) component. This position requires a proactive approach to design and update the EDF operational framework, which includes developing standard operating procedures (SOPs), grants manuals, approval flows, and risk control mechanisms. The coordinator will compile, summarize, analyze, and present information on specific project topics, ensuring that noteworthy issues are highlighted for consideration by relevant parties. Additionally, the role involves monitoring budget implementation, proposing necessary adjustments, and acting as the focal point for administrative coordination of project implementation. This includes extensive liaison with various organizational units and external parties to initiate requests, obtain necessary clearances, and follow up on administrative actions. The Project Coordinator will also coordinate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to measure employment, income, and sales, ensuring disbursement traceability and case closure. The position requires drafting status reports, identifying shortfalls in delivery, and suggesting corrective measures, as well as preparing and updating reports, briefing notes, graphics, and statistical tables. Organizing meetings, workshops, and training sessions, and participating in capacity-building workshops are also key responsibilities. The coordinator will respond to complex information requests, maintain files and records, and ensure effective liaison with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders relevant to the project. Monitoring the work of implementing partners and reporting any non-compliance to the supervisor is essential, along with providing inputs for the development of SOPs and concept papers for new projects. The role may also involve supervising other staff as assigned and performing other related duties as necessary.

Duties and Responsibilities:
  • Assist in the planning, coordination, implementation, and monitoring of project activities related to the Enterprise Development Fund (EDF) component.
  • Design and update the EDF operational framework, including SOPs, grants manual, approval flows, and risk control mechanisms.
  • Compile, summarize, analyze, and present information/data on specific project topics, highlighting noteworthy issues for consideration.
  • Monitor budget implementation and propose adjustments as necessary.
  • Act as the focal point for administrative coordination of project implementation, liaising with diverse organizational units and external parties.
  • Coordinate with MEAL on the measurement of employment/income/sales, disbursement traceability, and case closure.
  • Draft status reports, identify shortfalls in delivery, and suggest corrective measures.
  • Prepare and update reports, briefing notes, graphics, statistical tables, and other documentation.
  • Organize meetings, workshops, and training sessions; prepare training materials and participate in capacity-building workshops. 1
  • Respond to complex information requests and inquiries; maintain files/records. 1
  • Participate in meetings and conferences; maintain effective liaison with local authorities, partners, UN agencies, NGOs, donors, and other stakeholders. 1
  • Monitor work of implementing partners and report any non-compliance to the supervisor. 1
  • Provide inputs for the development of SOPs and concept papers; support the development of new projects. 1
  • Provide guidance/training and assist in coordinating and monitoring the work of other staff in the unit; may supervise other staff as assigned. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • High school diploma with six years of relevant experience; or a Bachelor's degree in business administration, Marketing and Sales, Economy, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, NGOs, or government institutions in a multi-cultural setting is an advantage.
  • 4+ years of experience in economic inclusion, MSME banking, funds management, or international cooperation; prior experience in grant making is an advantage.
  • Knowledge of procurement/donor regulations and financial control is essential.

Educational Background:
Candidates must possess a high school diploma with six years of relevant experience or a Bachelor's degree in a relevant field such as business administration, Marketing and Sales, Economy, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of four years of relevant professional experience, particularly in areas related to economic inclusion, MSME banking, funds management, or international cooperation. Experience in grant making is considered an advantage. Candidates should also have experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs, as well as working with vulnerable groups such as migrants and refugees. Prior work experience with international humanitarian organizations or in a multi-cultural setting is beneficial.

Languages:
Fluency in English and Spanish is required, both oral and written. IOM's official languages include English, French, and Spanish, and proficiency in these languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Ecuador will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
