Job Overview: The HR Associate position at UNOPS is a critical role that involves administering and implementing a wide range of Human ResourcesManagement services. This position is designed to optimize employee and talent management through various HR functions, including recruitment, learning, performance management, and organizational development. The HR Associate will work under the direct supervision of the functional supervisor and the overall direction of the Head of Support Services, while also receiving technical guidance from IPAS HR. The role requires the HR Associate to be the first point of contact for both internal and external clients, addressing inquiries related to HR processes and providing guidance on HR initiatives. The HR Associate will play a vital role in supporting policy development, advising on HR systems, managing talent acquisition, and ensuring effective team management. This position is essential for fostering a positive work environment and ensuring that HR services align with the organization's strategic objectives.
Duties and Responsibilities: The HR Associate will be responsible for a variety of duties, including but not limited to:
Supporting the development and implementation of HR policies and corporate initiatives by collecting data on trends and sharing best practices.
Providing advisory services on HR-related systems and processes, including recruitment, contracts, and performance management.
Assisting in recruitment processes, ensuring best practices are followed for effective talent acquisition.
Liaising with UNOPS personnel and clients to provide information on conditions of service and entitlements.
Maintaining monitoring systems for HR actions and ensuring timely completion of HR processes.
Facilitating team engagement and providing high-quality results through effective work planning and performance management.
Supporting knowledge building and sharing by contributing to training initiatives and synthesizing lessons learned.
Conducting research on HR-related issues and preparing reports for management review.
Ensuring compliance with existing policies and best practices within the HR team.
Required Qualifications: Candidates must possess a minimum of six years of relevant experience in HR advisory, recruitment, or HR-generalist services, preferably within an international or national organization. Proficiency in computer applications and office software, particularly Google Suite, is required. Familiarity with HR information systems and UN policies is highly desirable. Candidates should demonstrate strong interpersonal skills, the ability to provide effective customer service, and a commitment to diversity and inclusion in the workplace.
Educational Background: Completion of secondary education is required, while a first university degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is desirable. This educational background will provide the foundational knowledge necessary for understanding HR principles and practices, as well as the operational context in which UNOPS functions.
Experience: The position requires a minimum of six years of relevant experience in HR roles, particularly in providing advisory services, recruitment, and general HR support. Experience within the UN system or similar international organizations is considered an asset. Candidates should have a proven track record of managing HR processes effectively and efficiently, demonstrating their ability to navigate complex organizational structures and policies.
Languages: Full proficiency in French is essential for this position, as it is the working language of the organization. Knowledge of English and/or another official UNOPS language is considered an asset, enhancing communication capabilities within the diverse UNOPS workforce and with external partners.
