Job Overview: The IT Expert Consultant will play a crucial role in supporting UN Women’s partners by providing strategic advice on the development of technology-based solutions that enhance organizational effectiveness. The consultant will be responsible for ensuring that these technological solutions adhere to human rights standards and international best practices, particularly in the context of preventing and responding to violence against women. This position requires a deep understanding of the intersection between technology and gender issues, as well as the ability to analyze and recommend effective management of risks associated with technological tools. The consultant will also be tasked with reviewing existing technology applications addressing violence against women, identifying gaps, and advising on emerging trends in digital risks and data protection. The role involves capacity building for UN Women staff and partners on digital literacy and responsible technology use, ensuring that all solutions are grounded in ethical considerations and the needs of women and girls.
Duties and Responsibilities:
Provide strategic advice to UN Women’s partners and programme managers on technology-based solutions to enhance effectiveness and reach.
Strengthen the application of human rights standards in digital tools and systems used to prevent and respond to violence against women.
Identify and analyze risks associated with technological tools and recommend effective management strategies.
Ensure all technological solutions prioritize human rights, digital safety, and ethical considerations.
Review existing technology applications addressing violence against women and map gaps and opportunities for UN Women.
Advise on emerging trends in digital risks, data protection, and ethical AI.
Review current UN Women supported applications and identify areas for improvement.
Develop recommendations for embedding user feedback and generating monitoring reports for decision-making.
Provide technical support for monitoring, evaluation, and learning frameworks to assess technological interventions. 1
Conduct capacity building sessions for UN Women staff and partners on digital literacy and online safety.
Required Qualifications:
Proven experience in providing strategic advice on technology-based solutions, particularly in the context of gender equality and women's empowerment.
Strong understanding of human rights standards and international best practices related to technology and gender issues.
Experience in risk management associated with technological tools and platforms.
Familiarity with digital safety, privacy, and ethical considerations in technology use.
Ability to analyze and recommend improvements for existing technology applications.
Experience in capacity building and training on digital literacy and responsible technology use.
Excellent communication and stakeholder engagement skills.
Educational Background: A degree in Information Technology, Computer Science, Gender Studies, or a related field is required. Advanced degrees or certifications in relevant areas will be an advantage. Knowledge of gender issues and their intersection with technology is essential.
Experience: A minimum of 5 years of professional experience in the field of information technology, with a focus on gender equality and women's empowerment. Experience working with international organizations or NGOs is preferred. Proven track record of providing strategic advice and technical support in developing technology-based solutions is essential.
Languages: Fluency in English is mandatory. Knowledge of Vietnamese or other languages relevant to the region is considered an asset.
