Job Overview:
The Finance Officer position is crucial for supporting the Maternal, Newborn, and Child Health (MNCH) and nutrition activities in Haiti. Under the supervision of the Associate Director for Finance & Operations, the Finance Officer will be responsible for all aspects of financial management, administration, and operational functions of the project. This role involves close collaboration with other operations staff within the EpiC project and the FHI 360 Haiti country office to ensure compliance with US Government and FHI 360 policies and regulations. The Finance Officer will play a key role in preparing budgets, financial reports, and ensuring that all financial activities are conducted efficiently and transparently. The position requires a strong understanding of financial management principles and the ability to work effectively with diverse teams to achieve project goals.

Duties and Responsibilities:
The Finance Officer will be responsible for a variety of tasks including: preparing and reviewing activity budgets and pipeline reports to ensure compliance with DOS/EpiC and FHI 360 standards; preparing monthly financial pipeline and other reports for submission; supporting the timely closure and submission of monthly financial and accounting reports; performing reconciliations with respect to bank accounts, balance sheets, vendors, and inventory; assisting in the development of national and regional-level budgets; providing capacity-building technical assistance to sub-awardee staff; reviewing sub-awardee monthly financial reports; communicating with banks regarding project-related issues; conducting pre-award reviews for implementing partners; coordinating audits and ensuring implementation of audit recommendations; supporting procurement processes; reviewing payments for compliance with FHI 360 cost principles; ensuring timely processing of statutory payments; and maintaining accurate financial records.

Required Qualifications:
Candidates must possess a strong understanding of financial management, reporting, and grants management, particularly for DOS-funded programs. They should have excellent analytical, numerical, and problem-solving skills, with a proven ability to identify cost savings and efficiency improvements. Experience in developing budgets, financial projections, and familiarity with DOS and FHI 360 financial systems is essential. Strong interpersonal and communication skills are required to collaborate effectively with diverse teams. Knowledge of the Haitian public health sector and community-based organizations is highly desirable, along with proficiency in Microsoft Office applications and accounting systems.

Educational Background:
A Bachelor’s degree in Finance, Accounting, or Business Administration is required, along with at least 8 years of relevant experience. Alternatively, a Master’s degree in a related field with a minimum of 6 years of experience is acceptable. Professional accounting certifications such as CPA or ACA are desirable, as is demonstrated experience with DOS-funded projects and familiarity with international NGO financial systems and processes.

Experience:
The position requires significant experience in financial management, particularly in the context of international development and NGO operations. Candidates should have experience supporting or overseeing sub-award management and financial capacity-building initiatives, with a strong background in managing budgets and financial reporting for complex projects.

Languages:
Fluency in French and Haitian Creole is required, with advanced English preferred. This linguistic proficiency is essential for effective communication within the team and with stakeholders in the region.

Additional Notes:
The Finance Officer position is based in FHI 360’s office in Petion-ville, Haiti. Preference will be given to Haitian national candidates. The role may require travel within Haiti and internationally as needed.
