Job Overview: The HR Associate position at UNOPS is a critical role that involves administering and implementing a wide range of Human ResourcesManagement services. The incumbent will be responsible for optimizing employee and talent management processes, which include recruitment, learning, performance management, and organizational development. The HR Associate will serve as the primary contact for both internal and external clients, addressing inquiries related to HR processes and providing guidance on HR initiatives. This role requires a proactive approach to support policy development, advisory services, talent acquisition, and team management, ensuring that HR practices align with UNOPS's corporate strategy and objectives. The HR Associate will also play a key role in fostering a positive work environment and promoting diversity and inclusion within the organization.
Duties and Responsibilities:
Support policy development and implementation by contributing to HR policy initiatives and assisting in data collection on trends and best practices.
Provide advisory services on HR-related systems and processes, ensuring compliance with UNOPS rules.
Assist in recruitment processes, including workforce planning, requisition initiation, longlisting, and interviews.
Liaise with personnel on their conditions of service and entitlements, ensuring efficient onboarding.
Monitor HR actions and facilitate timely actions by management, including payroll verification and performance management cycles.
Facilitate team management through effective work planning and performance management.
Support knowledge building and sharing by contributing to training initiatives and synthesizing lessons learned in HR practices.
Required Qualifications: Candidates must possess a minimum of six years of relevant experience in HR advisory, recruitment, or generalist services within international or national organizations. Proficiency in computer applications and web-based management systems is required, along with knowledge of UN policies and practices. Experience in UN system organizations is desirable, as is familiarity with HR information systems and enterprise systems such as OneUNOPS.
Educational Background: Completion of secondary education is required, while a first university degree in Human Resources Management, Business Administration, Public Administration, or equivalent disciplines is desirable. This educational background will provide the necessary foundation for understanding HR principles and practices within the context of UNOPS operations.
Experience: The position requires a minimum of six years of relevant experience in human resources management, particularly in advisory roles, recruitment, and HR generalist functions. Experience in international organizations, especially within the UN system, is highly desirable. Candidates should demonstrate proficiency in using HR information systems and managing HR-related processes effectively.
Languages: Full knowledge of French is essential for this position, as it is the working language. Knowledge of English and/or another official UNOPS language is considered an asset, enhancing communication and collaboration within the diverse UNOPS environment.
Additional Notes: The contract type for this position is a Local Individual Contract Agreement (LICA) at level 6, with an ongoing duration subject to organizational requirements, availability of funds, and satisfactory performance.
