Job Overview:
The Programme Policy Officer (Field Operations) position is critical for supporting program operations within the Gaza Strip. The role involves supervising a small team to ensure effective field-level implementation of various intervention types and modalities. The officer will engage in daily coordination with partners and other WFP teams, ensuring that program delivery is efficient and aligned with WFP's policies and guidelines. The post holder will be responsible for real-time oversight of program implementation, planning, adaptation, and learning, utilizing both qualitative and quantitative data to drive operational improvements. This position requires a proactive approach to ensure that implementation plans are on track and that coordination with cooperating partners is optimal. The officer will also be expected to foster relationships with local partners, agencies, NGOs, and government institutions to enhance security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security analyses and ensure the efficient delivery of food assistance.

Duties and Responsibilities:
The key responsibilities of the Programme Policy Officer (Field Operations) include: providing specialized expertise in the development of project activities and ensuring alignment with WFP's wider program policies; coordinating and managing specific programs to meet established targets; preparing detailed reports and conducting substantial data analysis related to food assistance needs and program performance; ensuring accurate and timely data recording; liaising with internal counterparts for effective collaboration; fostering partnerships with local stakeholders; supporting capacity building for WFP staff and partners; managing a team of support staff; and following emergency preparedness practices to ensure rapid response capabilities in crisis situations. The role is dynamic and requires the ability to adapt to changing circumstances while maintaining a focus on achieving program objectives.

Required Qualifications:
Candidates must possess an advanced university degree in International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy, or a related field relevant to international development or humanitarian assistance. Alternatively, a bachelor's degree with additional years of relevant work experience is acceptable. Candidates should demonstrate fluency in Arabic and professional proficiency in English, with strong writing and data analysis skills. A minimum of one year of postgraduate relevant professional experience in program implementation and management is required, with additional experience being an asset. Candidates should have a full understanding of the program cycle and the ability to achieve defined objectives, along with proven team management skills and experience working with NGOs and governmental institutions.

Educational Background:
The educational background required for this position includes an advanced university degree in fields such as International Affairs, Law, Economics, Nutrition/Health, Agriculture, Social Sciences, Business Administration, Public Policy, or Management. A bachelor's degree may be acceptable if accompanied by additional years of relevant work experience. This educational foundation is essential for understanding the complexities of international development and humanitarian assistance, as well as for effectively managing programs and projects within the WFP framework.

Experience:
The position requires a minimum of one year of postgraduate relevant professional experience in program implementation and management. Candidates with additional years of experience will be viewed favorably. The ideal candidate should have a comprehensive understanding of the program cycle and the capacity to achieve its defined objectives. Experience working with NGOs and coordinating activities with multiple stakeholders is crucial, as is the ability to manage teams effectively and navigate the complexities of the humanitarian sector.

Languages:
Fluency in Arabic is mandatory, with a professional proficiency in English being highly desirable. The ability to communicate effectively in both languages is essential for collaboration with local partners and stakeholders, as well as for reporting and documentation purposes. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse communities and partners.

Additional Notes:
This position is offered as a Service Contract for a duration of 12 months, with the possibility of renewal based on WFP needs, staff performance, and the availability of funds. The role is specifically for Palestinian nationals residing in Gaza. The remuneration for this position will be based on the SC salary scale, and the contract includes health coverage under CIGNA with co-cost sharing. Social insurance contributions will be made at a rate of 8.33% monthly added to the net base salary. Employees will accrue annual leave at a rate of 2.5 days per month and sick leave at 2 days per month. It is important to note that remuneration under the Service Contract is subject to national or local taxation.
