Job Overview:
The Programme Assistant (Food Aid Monitor) position is crucial for the effective monitoring and evaluation of food assistance programs within the WFP framework. The role involves working under the supervision of the Head of Field Office and receiving technical guidance from the Programme Policy and Vulnerability Analysis and Mapping (VAM) officers. The primary functions include coordinating data collection and analysis for monitoring and evaluation (M&E) activities, ensuring data quality, and supporting the management of databases related to security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition indicators. The assistant will also be responsible for preparing reports, conducting assessments, and supporting cash-based transfer interventions. The ideal candidate will have a strong background in data management and analysis, as well as the ability to work effectively in challenging environments.

Duties and Responsibilities:
The duties and responsibilities of the Programme Assistant (Food Aid Monitor) include:
  • Assisting in the coordination of M&E and VAM data collection and analysis activities.
  • Checking the completeness and quality of data sheets and reports to ensure statistical accuracy.
  • Supporting the administration of data management with the M&E Officer.
  • Maintaining and updating existing databases in line with food security and nutrition indicators.
  • Monitoring M&E indicators at output and outcome levels and supporting process monitoring.
  • Preparing periodic reports and analyses on output level indicators and compiling results by theme.
  • Supporting the preparation and implementation of assessments such as Post-Distribution Monitoring (PDM) and Emergency Food Security Assessments (EFSA).
  • Facilitating the use of digital tools for data collection and liaising with relevant officers.
  • Organizing training for partners and field staff on data management practices. 1

  • Monitoring food security and market analysis through field missions. 1
  • Supporting the officer in charge of the Complaints and Feedback Mechanism. 1

Required Qualifications:
The required qualifications for the Programme Assistant (Food Aid Monitor) position include:
  • Completion of secondary school education; a post-secondary certificate in a related field is desirable.
  • Fluency in both oral and written communication in the UN language used at the duty station and the local language, if different.
  • At least 5 years of professional experience in monitoring, statistical analysis, and/or econometrics.
  • Good knowledge of the humanitarian sector and data management, with demonstrated skills in quantitative and qualitative analysis.
  • Excellent analytical, communication, and writing skills.
  • Proficiency in using MS Office, Outlook, spreadsheets, and statistical software such as SPSS, Stata, or R.
  • Knowledge of visualization software like Tableau and proficiency in data collection tools such as ODK/MODA, Kobo Collect, and ArcGIS.

Educational Background:
The educational background required for this position includes the completion of secondary school education, with a preference for candidates who possess a post-secondary certificate in a relevant functional area. This educational foundation is essential for understanding the complexities of food security, nutrition, and data management within the humanitarian context.

Experience:
Candidates should have a minimum of 5 years of professional experience in monitoring, statistical analysis, and/or econometrics. This experience should include a strong understanding of the humanitarian sector and data management practices, as well as demonstrated skills in both quantitative and qualitative analysis. The ability to work independently and collaboratively in a team setting, particularly in challenging environments, is also crucial.

Languages:
Fluency in both oral and written communication in the UN language in use at the duty station is mandatory. Additionally, proficiency in the local language, if different, is also required.
