Job Overview: The Community Technical Advisor and Zonal Lead position is a critical role within the EpiC project, which aims to achieve HIV epidemic control among at-risk populations in Cameroon. The advisor will provide technical guidance on community-based HIV testing, treatment, care, and support services. This role involves direct supervision of a Technical Officer and coordination of the zonal team, ensuring that project activities align with work plans and are executed effectively. The advisor will collaborate closely with the Strategic Information and Evaluation team to develop indicators and monitor project implementation. The position requires a strong focus on community-led platforms and integrating them with facility-based systems to enhance access to quality HIV-related services, particularly for vulnerable populations. The advisor will also be responsible for maintaining collaborative relationships with government agencies and implementing partners to ensure high-quality service delivery.
Duties and Responsibilities: The Community Technical Advisor and Zonal Lead will lead and coordinate the zonal project team, which includes clinical, strategic information, finance, and administration staff. The advisor will function at an advisory capacity, overseeing technical project compliance, deliverables, and team management. Key responsibilities include coordinating requests for technical assistance from senior management, maintaining collaborative relationships with government agencies and implementing partners, supervising and mentoring Technical Officers, and promoting data-driven decision-making. The advisor will provide technical assistance to local organizations, lead HIV/AIDS service delivery, and ensure that project implementation meets best practices and funder obligations. Additionally, the advisor will develop and implement training interventions, track project outputs, and represent FHI 360 at professional meetings and conferences.
Required Qualifications: Candidates must possess a Master’s Degree or its international equivalent in Public Health, Behavioral, Life/Social Sciences, or a related field, with a preference for Medical Doctors. Program Management Certification is also preferred. The ideal candidate should have at least 8 years of relevant experience in the technical implementation of PEPFAR or HIV-related public health programs, with documented experience in providing technical assistance and capacity building in HIV/AIDS service delivery. Sensitivity to cultural differences and an understanding of the sociopolitical nuances in Cameroon are essential, along with experience in the public health sector and working in insecure environments. Experience in NGOs and providing technical assistance to community-based organizations is highly valued.
Educational Background: A Master’s Degree or its equivalent in relevant fields such as Public Health, Behavioral Sciences, Life/Social Sciences, or a related discipline is required. A Medical Doctor qualification is preferred, along with a Program Management Certification to enhance the candidate's qualifications for this role.
Experience: The position requires a minimum of 8 years of relevant experience in the technical implementation of public health programs, particularly those funded by PEPFAR or related to HIV. Candidates should have a proven track record of providing technical assistance, capacity building, and business development in HIV/AIDS service delivery.
