Job Overview:
The SI/M&E Assistant position is a critical role within the EpiC Cameroon project, which is part of a larger initiative funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The primary function of this role is to support the design and implementation of monitoring and evaluation (M&E) activities that are essential for achieving HIV epidemic control among at-risk populations in Cameroon. The assistant will work closely with various stakeholders, including community-based organizations (CBOs) and government counterparts, to ensure that data collection and reporting meet the standards set by both the U.S. Department of State and the Government of Cameroon. This position requires a proactive approach to monitoring the performance of community HIV services, ensuring data quality, and supporting continuous quality improvement initiatives. The assistant will also play a vital role in generating evidence and lessons learned from program data, contributing to the overall success of the project.

Duties and Responsibilities:
The SI/M&E Assistant will have a diverse set of responsibilities, including:
  • Supporting the development and updating of M&E tools and methodologies to ensure effective data collection and reporting.
  • Providing technical support in the dissemination of M&E materials, reports, and intervention strategies.
  • Assisting in the training of staff and CBOs on data collection and M&E processes to enhance their capacity.
  • Ensuring adherence to standard operating procedures (SOPs) for project activities and supporting the implementation of quality assurance mechanisms.
  • Collaborating with technical teams to prepare regular and ad-hoc reports, including monthly and quarterly progress reports.
  • Contributing to data analysis and presentation for stakeholders, ensuring that findings are communicated effectively.
  • Supporting the coordination of M&E activities with project teams and partners to facilitate smooth implementation of community HIV services.
  • Assisting in organizing meetings and managing project documentation and administrative tasks as assigned.

Required Qualifications:
Candidates for the SI/M&E Assistant position should possess the following qualifications:
  • An Associate’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, or a related field.
  • A minimum of 0-2 years of relevant experience in data collection and technical assistance support for health-related projects.
  • Familiarity with health programs in Cameroon, particularly those related to HIV service provision and M&E standards.
  • Experience working with at-risk populations and individuals living with HIV (PLHIV), as well as with U.S. government or PEPFAR-supported programs.
  • Proficiency in data analysis and visualization, with familiarity in tools such as DHIS2, DHIS2 tracker, Open Data Kit (ODK), or Kobo Toolbox.
  • Strong report writing, analytical, and communication skills, including the ability to present information clearly and effectively.

Educational Background:
The educational background required for this position includes an Associate’s degree or its equivalent in relevant fields such as public health, epidemiology, social work, monitoring & evaluation, demography, or biostatistics. This foundational education is essential for understanding the complexities of health data management and evaluation processes in the context of HIV services.

Experience:
The position requires candidates to have 0-2 years of relevant experience in providing data collection and technical assistance support to health-related projects. This experience should ideally include familiarity with health programs in Cameroon and standards for HIV service provision and monitoring and evaluation. Candidates with experience in programs serving at-risk populations and people living with HIV, as well as those who have worked with U.S. government or PEPFAR-supported initiatives, will be preferred.

Languages:
Fluency in both French and English is preferred for this position, as effective communication in both languages is crucial for interacting with diverse stakeholders and ensuring the successful implementation of M&E activities. Proficiency in these languages will facilitate collaboration with local partners and enhance the quality of reporting and documentation.

Additional Notes:
This position is based in FHI 360’s offices in Ngaoundere, Cameroon, and may require travel throughout the country. The role is full-time and involves working closely with various stakeholders to support the EpiC project’s objectives.
