IOM has been operational in Libya since 2006, providing a comprehensive response to the needs of affected populations, including migrants, refugees, and internally displaced persons (IDPs). The organization engages with Libyan authorities, the United Nations system, non-governmental organizations, and communities to develop capacities to better support these vulnerable groups. Job Overview: The Protection Capacity Building Officer will play a crucial role in supporting the implementation of IOM Libya's Protection Capacity Building activities. This position is under the overall supervision of the Protection Policy and Capacity Development Officer and the direct supervision of the Senior Protection Associate (Capacity Building). The incumbent will be based in Tripoli but will also travel to other areas of responsibility throughout Libya. The primary functions of this role include coordinating and supporting the day-to-day organization and implementation of project activities, particularly in the preparation and facilitation of protection trainings, roundtables, meetings, and workshops. The officer will communicate with internal and external partners to develop and implement capacity-building activities, contribute to project monitoring and reporting, and ensure that all relevant data is collected and recorded in line with project indicators and reporting schedules. Additionally, the officer will support the development of curricula and materials, logistical coordination of training activities, and provide technical or logistical support as needed. The role requires a proactive approach to ensure timely and complete reporting of all activities and support in other migrant training-related tasks as assigned.
Duties and Responsibilities:
Assist in coordinating and supporting the day-to-day organization and implementation of project activities, including preparation for and facilitation of protection trainings, roundtables, meetings, and workshops.
Communicate with internal and external partners to develop and implement capacity-building activities as requested by management.
Contribute to overall project monitoring and reporting by tracking and documenting relevant data related to training and capacity-building activities.
Monitor and ensure that all relevant data is collected and recorded in accordance with project indicators and reporting schedules.
Support the team in the development of curricula and materials for training sessions.
Assist in the logistical coordination of all training and capacity-building activities, including managing invitations, venue arrangements, interpretation services, materials preparation, and travel logistics.
Provide technical or logistical support during the implementation of activities as required.
Ensure that all activities are reported in a timely and complete manner.
Provide support in other migrant training-related tasks as assigned by the supervisor. 1
Perform other duties as assigned by management.
Required Qualifications:
A Bachelor’s degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, Law, or a relevant field, with at least three years of relevant professional experience. Alternatively, a High School degree with five years of relevant professional experience.
Proven experience in the field of migration and/or protection, with at least two years of work experience.
Prior experience in working on capacity development initiatives is highly desirable.
Strong computer literacy and proficiency in Microsoft applications.
Demonstrated reliability, efficiency, professionalism, and organizational skills, with the ability to work under pressure and adhere to strict deadlines.
Good analytical skills, with a strong attention to detail and accuracy.
Educational Background: The educational background required for this position includes a Bachelor’s degree from an accredited academic institution in fields such as Political or Social Sciences, Development Studies, Human Rights, Communication, International Relations, Law, or a relevant field. Candidates with a High School degree may also be considered if they possess five years of relevant professional experience. It is important that the educational qualifications are from accredited universities recognized in the UNESCO World Higher Education Database.
Experience: Candidates should have at least two years of work experience in the field of migration and/or protection. Experience in capacity development initiatives is particularly valuable. The role requires a high level of professionalism, organizational skills, and the ability to work effectively under pressure while meeting strict deadlines. Candidates should also demonstrate good analytical skills and attention to detail.
Languages: For this position, fluency in English and Arabic is required, both oral and written. A working knowledge of French is desirable but not mandatory. The proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish, and candidates should be prepared to demonstrate their language skills during the recruitment process.
Additional Notes: The position is subject to local recruitment, and only candidates holding a valid residence and work permit for Libya will be eligible for consideration. Any offer made to the candidate is contingent upon funding confirmation. This selection process may also be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be subject to certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable.
