Job Overview: The Area coordinator-consultant" style="border-bottom: 1px dotted #007bff !important;">Coordinator Consultant will play a crucial role in the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), which is funded by the African Development Bank (AfDB). This project aims to enhance the livelihoods and resilience of conflict-affected populations in Sudan by addressing urgent needs in health, education, and water sectors. The consultant will be responsible for coordinating and overseeing the implementation of IOM activities in the designated field location, ensuring compliance with project objectives and work plans. The position requires strong leadership and coordination skills, as the consultant will represent IOM in various meetings and forums, facilitate communication among stakeholders, and support the effective delivery of project components. The consultant will also be involved in monitoring project progress, preparing reports, and engaging with local counterparts to ensure that activities are culturally appropriate and conflict-sensitive.
Duties and Responsibilities: The duties and responsibilities of the Area Coordinator Consultant include:
Coordination and Representation: Coordinate all IOM activities within the assigned field location, ensuring smooth implementation and compliance with project workplans and objectives. Represent IOM in coordination meetings at the field location, including humanitarian, development, and government-led forums. Facilitate communication and collaboration with state authorities, UN agencies, NGOs, and community representatives.
Field Management and Monitoring: Support the work of field teams and implementing partners within the state to ensure effective delivery of project components. Monitor progress of project activities, identifying bottlenecks, risks, and challenges, and propose corrective actions. Conduct regular field visits to assess the quality and impact of activities, ensuring adherence to IOM’s standards and donor requirements.
Reporting and Documentation: Prepare and submit regular situation reports, progress updates, and other required documentation on the implementation of activities at the field level. Ensure systematic collection of data and information for monitoring and evaluation purposes. Contribute to project reports, success stories, and visibility materials.
Liaison and Stakeholder Engagement: Build and maintain strong working relationships with local counterparts, including government agencies, community leaders, and partner organizations. Support local coordination mechanisms to enhance information sharing and joint planning among partners. Ensure that IOM activities are implemented in a conflict-sensitive and culturally appropriate manner.
Administrative and Logistical Support: Coordinate logistical arrangements for missions, training, and workshops within the field location. Provide inputs for planning, budgeting, and procurement related to activities under the area of responsibility. Ensure compliance with IOM administrative and financial procedures.
Required Qualifications: The required qualifications for the Area Coordinator Consultant position include a university degree in Social Sciences, Development Studies, Public Administration, Management, or a related field from an accredited academic institution. A Master’s degree will be considered an advantage. Candidates should possess strong coordination, leadership, and problem-solving abilities, along with excellent communication, negotiation, and interpersonal skills. A sound understanding of humanitarian principles and familiarity with the operational context of Sudan is essential. The ability to work effectively in complex, multi-stakeholder environments is also required.
Educational Background: Candidates must hold a university degree in Social Sciences, Development Studies, Public Administration, Management, or a related field from an accredited academic institution. A Master’s degree in a relevant field is advantageous and may reduce the required years of experience for applicants.
Experience: Candidates should have at least 5 years of relevant professional experience in project coordination, field management, or humanitarian/development programme implementation. For those holding a Master’s degree, a minimum of 3 years of experience is required. Proven experience in liaising with government authorities, UN agencies, NGOs, and communities is essential. Experience with IOM or other UN agencies is considered an asset, as it demonstrates familiarity with the operational and procedural frameworks of international organizations.
Languages: Fluency in English and Arabic is required for this position. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments. Strong language skills are crucial for effective communication and collaboration with diverse stakeholders in the field.
Additional Notes: The position may require travel based on project needs, and candidates must adhere to IOM’s applicable procedures and security" style="border-bottom: 1px dotted #007bff !important;">security protocols. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable. IOM provides coverage for consultants against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for such cases and must provide written proof of coverage before commencing work. IOM maintains a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, sexual harassment, and discrimination.
