Job Overview:
The position of Consultant for Health Programme Implementation is integral to the Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), which is funded by the African Development Bank (AfDB). The consultant will play a crucial role in improving the livelihoods and resilience of conflict-affected populations in Sudan by focusing on health-related activities. This role involves providing technical inputs for the planning, implementation, and monitoring of health interventions under IOM projects. The consultant will be responsible for conducting regular field visits to assess the quality and impact of health services, supporting data collection and analysis, and mentoring health facility staff and community health workers. The consultant will also facilitate coordination with local health authorities and partner organizations, ensuring that health services meet national and WHO standards. The overall goal is to rehabilitate and equip social infrastructure, restore access to clean water and sanitation, and improve healthcare and education facilities in the targeted states of Sudan.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Providing technical inputs for the planning, implementation, and monitoring of health-related activities under IOM projects.
  • Conducting regular field visits to monitor the quality, progress, and impact of health interventions.
  • Supporting the collection, analysis, and validation of health data from supported facilities and communities.
  • Providing on-the-job mentoring and training to health facility staff, community health workers, and project partners.
  • Facilitating coordination with the State Ministry of Health, local health authorities, and partner organizations.
  • Supporting the preparation and review of technical documents, including workplans, training materials, and health facility assessments.
  • Identifying gaps and proposing corrective actions to improve service quality and compliance with national and WHO standards.
  • Contributing to project progress reports, monitoring tools, and documentation of best practices and lessons learned. Performance indicators will include the implementation of health activities according to project workplans, completion of field monitoring visits with comprehensive reports, delivery of training sessions, and timely submission of progress reports.

Required Qualifications:
The required qualifications for this position include a Bachelor’s degree in Public Health, Nursing, Medicine, or a related health field. Candidates should have a minimum of 3–5 years of experience in health programme implementation, monitoring, and community health support, preferably with UN agencies, NGOs, or international organizations. Experience in providing technical assistance and training to health facility staff or community health workers is essential. Familiarity with national health systems and public health priorities, as well as experience in data collection, analysis, and reporting in humanitarian or development settings, is also required. Strong communication, coordination, and analytical skills are necessary, along with proficiency in MS Office applications and health data tools.

Educational Background:
Candidates must possess a Bachelor’s degree in Public Health, Nursing, Medicine, or a related health field. This educational background is crucial for understanding the complexities of health systems and the specific needs of the populations served by the project.

Experience:
The position requires a minimum of 3–5 years of relevant experience in health programme implementation, monitoring, and community health support. Candidates should have a proven track record of working with UN agencies, NGOs, or international organizations, and should be familiar with providing technical assistance and training to health facility staff or community health workers. Experience in data collection, analysis, and reporting in humanitarian or development settings is also essential for this role.

Languages:
Fluency in English and Arabic is required for this position. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments. Candidates should be prepared to demonstrate their language skills as part of the application process.

IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy, but does not offer evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational incidents and must provide proof of coverage before starting work.
