In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

The organization works closely with national governments, non-governmental institutions, and international partners to implement commitments to women's rights and gender equality. UN Women is a Non-Resident Agency in Montenegro, coordinating with the UN Country Team to advance gender equality in line with the UN Sustainable Development Cooperation Framework (UNSDCF) 2023–202
  • The organization is involved in various programs, including a UN Joint Programme with UNICEF Montenegro aimed at preventing and responding to violence against women and children, supported by the Montenegro SDG Acceleration Fund. UN Women’s engagement in Montenegro is overseen through its Country office in Albania, emphasizing the importance of gender-responsive budgeting and legal reform in addressing violence against women and children.

Job Overview:
The Local coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in supporting the local coordination and implementation of activities under the UN Joint Programme ‘Strengthening the System Support on Prevention of Violence Against Women, Girls, and Boys’. This position requires close collaboration with UNICEF Montenegro and involves working under the direct supervision of the project manager at UN Women Albania. The Coordinator will be responsible for ensuring effective implementation and coordination of project activities, which include enhancing multisectoral cooperation, increasing institutional capacities, and improving services for survivors of gender-based violence. The role also involves strengthening partnerships with national and local institutions, identifying strategic partnership opportunities, and contributing to the overall success of the project.

Duties and Responsibilities:
The Local Technical Coordinator will be responsible for overall coordination and technical advice on the implementation of all project activities under the UN Women component of the UN Joint Programme. Key responsibilities include organizing events and trainings, coordinating with national and local institutions, providing advice on agenda setting and participant lists, and ensuring effective follow-up with partners. The Coordinator will facilitate regular liaison and partnership building with local institutions, including various ministries and civil society organizations, ensuring ongoing communication and engagement. Additionally, the Coordinator will contribute technical inputs to the development of training modules, conduct reviews related to Gender Responsive Budgeting (GRB) and Ending Violence Against Women (EVAW), and support engagement with UN Agencies, particularly UNICEF. The role also involves identifying and monitoring key processes related to EVAW and GRB, collaborating with consultants, ensuring knowledge management, and contributing to advocacy and communication efforts to highlight project achievements.

Required Qualifications:
Candidates must possess a Master's degree in international development, gender, human rights, social sciences, economics, or related fields. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires proven ability to conduct research, provide sound analysis, and draft high-quality reports and documents. Candidates should demonstrate effective interaction with various stakeholders in the areas of gender equality, gender-responsive budgeting, and violence against women. Excellent writing skills in English and Serb-Montenegrin are essential, along with strong interpersonal skills and a proactive approach to work.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as international development, gender studies, human rights, social sciences, or economics. Candidates with a first-level university degree may be considered if they have additional qualifying experience. This educational foundation is critical for understanding the complexities of gender issues and the frameworks surrounding women's rights and empowerment.

Experience:
Candidates should have at least 5 years of relevant professional experience in project coordination, particularly involving local and national stakeholders in the field of gender equality. Prior experience working with national partners, civil society organizations, or international actors to prevent and address violence against women in Montenegro is essential. This includes leading or coordinating initiatives, awareness-raising campaigns, and providing services to survivors. Experience in gender-responsive budgeting is considered an asset, and familiarity with the UN system or similar international organizations would be advantageous. Proficiency in using computers and office software packages is also required.

Languages:
Proficiency in written and spoken Serbian/Montenegrin and English is mandatory for this position. This language requirement is crucial for effective communication with stakeholders and for the preparation of reports and documentation related to the project.

This position is a home-based consultancy in Montenegro. The role is expected to involve regular communication and collaboration with various stakeholders, including national and local institutions, UN agencies, and civil society organizations. The position may require participation in strategic meetings and events, and the Coordinator will be responsible for documenting lessons learned and good practices throughout the project.
