Job Overview:
The position of Consultant(e) international (e) spécialiste en santé digitale involves providing expert support in the establishment of a National Digital Health Center in Togo. The consultant will be responsible for advising on the implementation of digital health strategies, ensuring that they align with national health policies and international best practices. This role requires a deep understanding of digital health systems, including telemedicine, electronic health records, and health information systems. The consultant will work closely with various stakeholders, including government agencies, healthcare providers, and technology partners, to facilitate the integration of digital solutions into the health sector. The expected duration of the consultancy is from November 2025 to May 2026, during which the consultant will conduct assessments, develop strategic plans, and provide training and capacity-building initiatives to local health professionals.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to:
  • Conducting a comprehensive assessment of the current digital health landscape in Togo, identifying gaps and opportunities for improvement.
  • Developing a strategic plan for the establishment of the National Digital Health Center, including objectives, timelines, and resource requirements.
  • Collaborating with government officials and health stakeholders to ensure the strategic plan aligns with national health priorities.
  • Providing technical guidance on the selection and implementation of digital health technologies, ensuring they are user-friendly and accessible to all healthcare providers.
  • Facilitating workshops and training sessions for healthcare professionals on the use of digital health tools and systems.
  • Monitoring and evaluating the progress of the digital health initiatives, providing regular reports to UNDP and other stakeholders.
  • Engaging with international partners and organizations to share best practices and lessons learned in digital health implementation.

Required Qualifications:
Candidates must possess a strong background in digital health, with a minimum of 5 years of experience in health informatics, digital health strategy development, or related fields. A proven track record of successfully implementing digital health projects in low-resource settings is essential. Additionally, candidates should demonstrate strong analytical and problem-solving skills, with the ability to work collaboratively in a multi-stakeholder environment. Excellent communication skills, both written and verbal, are required to effectively engage with diverse audiences.

Educational Background:
A master's degree in public health, health informatics, information technology, or a related field is required. Additional certifications in digital health or project management will be considered an asset. Candidates with a Ph.D. in a relevant discipline will be given preference.

Experience:
The ideal candidate should have at least 5 years of professional experience in digital health, with a focus on strategy development and implementation. Experience working with international organizations, particularly in the context of health systems strengthening in developing countries, is highly desirable. Familiarity with the health sector in Togo or similar contexts will be an advantage.

Languages:
Fluency in French is mandatory, as it is the official language of Togo. Proficiency in English is also desirable, as it will facilitate communication with international partners and stakeholders. Knowledge of local languages spoken in Togo would be an added advantage.
