Job Overview:
The Resource Mobilization Officer will play a crucial role in supporting WHO's initiatives in Cox's Bazar, particularly in the context of the ongoing humanitarian crisis due to the Rohingya influx. This position involves building and maintaining effective partnerships with donors to secure and grow funding for WHO's health programs. The officer will gather intelligence on donor priorities and develop strategies for engagement, ensuring that WHO's outreach is coordinated and effective. The role also includes advising WHO leadership during donor meetings, assisting in project reporting, and contributing to the development of project proposals. The officer will be responsible for preparing various written materials and facilitating the dissemination of WHO's technical and communication materials. Overall, the Resource Mobilization Officer will ensure that WHO meets donor expectations and maintains compliance with grant agreements, thereby enhancing the organization's capacity to deliver health services in the region.

Duties and Responsibilities:
  • Build and maintain effective partnerships with donors to secure and grow funding for WHO initiatives in Cox’s Bazar.
  • Gather timely intelligence on donor priorities, policies, budgets, funding trends, and opportunities; develop contributor profiles and engagement strategies to strengthen coordinated outreach across WHO in Cox’s Bazar.
  • Convene high-level strategic dialogues, briefings, and consultations with key partners, articulating a clear vision for future collaboration.
  • Advise and support WHO Sub Office leadership in donor meetings and engagement activities.
  • Assist with the development and maintenance of a tracking system for donor profiles and reporting requirements.
  • Provide support to project reporting, including editing and ensuring compliance with donor requirements.
  • Contribute to the development of project proposals as direct assistance to technical units.
  • Prepare various written materials such as briefing notes, presentations, meeting minutes, and reports.
  • Facilitate effective dissemination of WHO technical and communication material, including drafting and proofreading for social media and WHO website postings. 1
  • Assist with the preparation and coordination of internal or external missions related to program management and partnerships. 1
  • Monitor WHO’s performance and build capacities to meet donor expectations in line with grant agreements. 1
  • Undertake any other assignments as requested by the supervisor.

Required Qualifications:
The ideal candidate should possess strong interpersonal skills and the ability to build relationships with diverse stakeholders. They should have a solid understanding of resource mobilization strategies and donor engagement practices. The candidate must demonstrate excellent communication skills, both written and verbal, and be able to articulate complex ideas clearly. Additionally, proficiency in project management and reporting is essential, along with a commitment to WHO's values and mission. The candidate should be adaptable, flexible, and capable of working in a dynamic environment, particularly in the context of humanitarian crises.

Educational Background:
A bachelor's degree in public health, international relations, business administration, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's qualifications for this role. The educational background should provide a solid foundation in health systems, donor relations, and project management.

Experience:
Candidates should have at least 3-5 years of relevant experience in resource mobilization, donor relations, or project management, preferably within the health sector or humanitarian context. Experience working with international organizations, NGOs, or UN agencies is highly desirable. The candidate should demonstrate a track record of successful engagement with donors and the ability to navigate complex funding landscapes.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within WHO and with international partners. Proficiency in Bengali is an asset, as it will facilitate communication with local stakeholders and enhance the officer's effectiveness in the region. Knowledge of additional languages relevant to the donor community may also be beneficial.

Additional Notes:
This position is based in Cox's Bazar, Bangladesh, which is classified as a family duty station with a moderate security" style="border-bottom: 1px dotted #007bff !important;">security level. The living conditions are generally safe, but accommodations are basic. The UN Volunteer will be responsible for arranging their own housing and living essentials. The role may involve travel within the region, and the officer should be prepared for the challenges associated with working in a humanitarian crisis context. The position is full-time, and the contract duration will be specified upon hiring.
