Job Overview:
The position of Two National Consultants is focused on reviewing and updating the 2020 Capacity Assessment of Disaster Risk Reduction (DRR) institutions in Albania. The consultants will be responsible for evaluating the existing assessment methodology, conducting a stocktaking of current capacities, and extracting lessons learned from previous assessments. This role is crucial in enhancing the effectiveness of DRR strategies and ensuring that institutions are equipped to manage disaster risks effectively. The consultants will work closely with UNDP and relevant stakeholders to gather data, analyze findings, and provide recommendations for improving DRR capacities. The overall goal is to strengthen the resilience of communities and institutions against disasters, thereby contributing to sustainable development in the region.

Duties and Responsibilities:
The consultants will undertake a comprehensive review of the 2020 Capacity Assessment, which includes the following duties and responsibilities:
  • Conduct a thorough evaluation of the existing assessment methodology used in the 2020 Capacity Assessment.
  • Engage with key stakeholders, including government agencies, NGOs, and community organizations, to gather insights and feedback on the assessment process.
  • Perform a stocktaking exercise to identify the current capacities of DRR institutions in Albania.
  • Analyze the data collected and extract lessons learned from the previous assessments to inform future strategies.
  • Prepare a detailed report outlining the findings of the review, including recommendations for improving the assessment methodology and enhancing institutional capacities.
  • Present the findings to UNDP and relevant stakeholders, facilitating discussions on the implications of the results and potential actions to be taken.
  • Ensure that all work is conducted in accordance with UNDP's guidelines and standards, maintaining transparency and accountability throughout the process.

Required Qualifications:
The ideal candidates for this position should possess the following qualifications:
  • Proven experience in disaster risk reduction, capacity assessment, or related fields.
  • Strong analytical skills with the ability to evaluate methodologies and assess institutional capacities.
  • Excellent communication and interpersonal skills to engage effectively with stakeholders.
  • Familiarity with UNDP's policies and procedures related to procurement and project implementation.
  • Ability to work independently and collaboratively in a team environment.
  • Strong organizational skills and attention to detail to ensure high-quality deliverables.

Educational Background:
Candidates should have a minimum of a Master's degree in a relevant field such as disaster management, public administration, environmental science, or social sciences. A PhD in a related area would be an advantage. Additional certifications in disaster risk reduction or project management would also be beneficial.

Experience:
The position requires candidates to have at least 5 years of relevant professional experience in disaster risk reduction, capacity building, or related fields. Experience working with international organizations, particularly UN agencies, is highly desirable. Candidates should demonstrate a track record of successfully conducting assessments, evaluations, or similar projects.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Albanian is highly desirable, as it will facilitate communication with local stakeholders. Proficiency in other languages relevant to the region may be considered an asset.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultants are expected to work full-time during the assignment period, with flexibility in working hours as needed. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
