Job Overview:
The Liaison & Information Management Officer (LIMO) is a critical role within the Deployment Unit of the Atlas Logistique Division at Humanity & Inclusion. This position is directly managed by the UNDAC Operations Manager and works closely with the UNDAC Preparedness & Response Officer. The LIMO is responsible for enhancing the role of Atlas-HI within the humanitarian network, particularly in emergency situations and within the UNDAC system. The officer will facilitate effective communication and coordination both internally among HI-Atlas divisions and externally with various humanitarian organizations and stakeholders. The LIMO will also be tasked with developing systematic data collection processes, enhancing data visualization and reporting, and establishing protocols for data validation. Furthermore, the officer will contribute to the development of training programs and advocate for changes in humanitarian logistics practices.

Duties and Responsibilities:
  • Liaison and Network Management: Communicate and coordinate effectively within HI-Atlas and with external humanitarian organizations to ensure smooth operations and collaboration. Build and maintain relationships with partners and stakeholders to enhance humanitarian access to affected communities. Represent the organization at external events and meetings.
  • Information Management on Assessment & Analysis: Develop data collection processes for humanitarian logistics operations, enhance data visualization, and consolidate key information from various sources. Establish protocols for data validation and act as a central point for information sharing among stakeholders.
  • Learning Pathways & Atlas Roster Standards: Identify skill gaps within the Atlas Roster team and develop structured learning paths. Contribute to training scenarios that enhance technical skills and decision-making abilities in emergencies.
  • Advocacy on Humanitarian Logistics Change: Advocate for collaborative frameworks and comprehensive logistics preparedness strategies within the UNDAC network to improve resource allocation and response capabilities.
  • Support the Design & Implementation of ALERT-EOC: Contribute to the design of the ALERT-EOC concept and ensure that information management challenges are included in the training objectives.

Required Qualifications:
Candidates must possess certifications in data management or information systems tools, such as GIS or database management software. Previous experience in training staff and partners in information management practices is essential. Candidates should have a strong understanding of databases and information systems, as well as familiarity with e-learning platforms. The ability to maintain effectiveness under pressure and adapt to changing situations is crucial. A sense of humor to foster a positive work environment is also valued.

Educational Background:
A relevant educational background in fields such as information management, humanitarian logistics, or a related discipline is required. Candidates should have formal training or certifications in data management and information systems.

Experience:
Candidates should have substantial experience in information management within humanitarian contexts, particularly in crisis response. Experience in building relationships with various stakeholders, including government agencies, UN organizations, NGOs, and donors, is essential. Previous roles should demonstrate the ability to utilize information management systems effectively to support decision-making and resource allocation.

Languages:
Fluency in English and French is mandatory for this position. Proficiency in additional languages would be considered an asset but is not required.

Additional Notes:
This position is a fixed-term contract (CDD) ideally starting in November 2025, based in Lyon. The role offers executive ‘cadre’ status, 34 paid vacation days, and 13 annual reduced working days.
