Job Overview: The National Professional Officer (security" style="border-bottom: 1px dotted #007bff !important;">Security) position within the WHO is crucial for maintaining the safety and security of WHO personnel, premises, and assets in Gaza. The role involves ensuring compliance with the United Nations Department of Safety and Security (UNDSS) and WHO Security Management Policies. The officer will monitor the implementation of technical security measures, conduct security risk assessments, and report on emerging security threats. This position requires a proactive approach to security management, including the development and implementation of Standard Operating Procedures (SOPs) and contingency plans. The officer will also be responsible for training staff on security protocols and maintaining effective communication regarding security issues. The overarching goal is to create a secure environment that allows WHO to operate effectively in the region, particularly in the context of health emergencies and outbreaks.
Duties and Responsibilities: The duties and responsibilities of the National Professional Officer (Security) include:
Supporting the maintenance of safety and security for WHO personnel and assets in compliance with UNDSS and WHO policies.
Conducting security risk assessments for WHO country offices and reporting any emerging threats to the Operations Officer and the WHO Representative.
Facilitating the implementation of recommended security measures and ensuring staff adherence to security guidelines.
Developing and implementing an effective warden system, including training wardens and maintaining updated staff lists.
Organizing security training sessions and briefings for personnel on communication systems, evacuation procedures, and other security-related topics.
Coordinating with diplomatic missions and local security forces, participating in security cell meetings, and representing WHO interests in security discussions.
Ensuring compliance with SRMM for office and vehicle operations and following up on mandatory security training for staff.
Assisting personnel during security incidents and ensuring timely reporting to UNDSS. 1
Maintaining updated security information and ensuring personnel are informed of the security situation and potential risks.
Required Qualifications: The required qualifications for the National Professional Officer (Security) position include:
A military or police academy degree or training is desirable.
At least two years of experience in security management, with a focus on training and guiding personnel on security issues.
Experience in field missions of the UN or recognized humanitarian organizations is an advantage, particularly in developing countries.
Demonstrated knowledge of security/risk management methods and technical skills related to security system management, including electronics and communications.
Educational Background: Candidates must possess a first-level university degree in relevant fields such as police science, business administration, political/social sciences, psychology, or international relations. A military or police academy degree or training is considered desirable, indicating a strong foundation in security principles and practices.
Experience: Candidates should have a minimum of two years of experience in security management, particularly in training personnel on security issues. Experience in UN field missions or with recognized humanitarian organizations is advantageous, especially in developing countries where security challenges may be more pronounced. This experience should demonstrate the ability to assess security risks and implement effective security measures in a complex environment.
Languages: Expert knowledge of English and Arabic is essential for this position. Proficiency in these languages is necessary for effective communication and coordination with personnel and stakeholders in the region.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Palestine will be accepted. The remuneration for this position includes an annual base salary starting at ILS 236,510, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
