Job Overview: The Project Officer (Access to Justice) position is crucial for advancing the objectives of the Justice and Legal Empowerment Programme – Phase II (EU JULE II), which is a collaborative effort between UNDP and UNICEF, supported by the European Union. The Project Officer will be responsible for supporting legal aid, alternative dispute resolution (ADR), and the delivery of legal and judicial services. The Project Officer will work closely with Vietnamese legal and judicial agencies, UN partners, and other stakeholders to ensure effective delivery of program objectives and intended impacts. Duties and Responsibilities: The Project Officer (Access to Justice) will report directly to the Project Manager and work under the technical guidance of the National Chief Technical Advisor (NCTA). The key functions include:
Implementing access to justice interventions throughout the program cycle, from design to delivery and reporting.
Conducting ongoing analysis of the political, legal, and social landscape to inform program documents and policy dialogues.
Translating program priorities into actionable interventions and ensuring quality implementation.
Preparing reports and documentation for strategic meetings related to access to justice.
Coordinating with Vietnamese agencies and UN partners for effective program delivery.
Supporting justice sector reforms and legal harmonization in line with national and international commitments.
Strengthening the capacity of legal and judicial officers through training initiatives.
Identifying innovative approaches to improve justice service accessibility and quality. 1
Engaging with stakeholders to build strategic partnerships for sustainable access to justice reforms.
Required Qualifications: The position requires an advanced university degree (master's degree or equivalent) in Law or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the same field combined with two additional years of qualifying experience will be considered. Candidates should have a minimum of 2 years of progressively responsible experience in Law, Judiciary, or related areas, or 4 years with a bachelor's degree. Proficiency in using computers and office software packages, data management, and web-based monitoring systems is essential. Experience in development projects related to Law, Justice, or Governance is highly desirable, along with familiarity with Vietnamese and international legal frameworks.
Educational Background: Candidates must possess an advanced university degree (master's degree or equivalent) in Law or a related field. Alternatively, a first-level university degree (bachelor’s degree) in the same field, combined with two additional years of qualifying experience, will be considered.
