Job Overview:
The Identity Management (IDM) Associate position is crucial for leading regular IDM operations and specific projects within the WFP Gaza Programme unit. The role involves engaging with cooperating partners and other UN agencies at a technical level to ensure the effective implementation of digital solutions in Gaza. The IDM Associate will coordinate operations, manage projects, and enhance the efficiency and accuracy of beneficiary identification and distribution processes. This position is vital for supporting WFP's mission to provide life-saving food assistance and build resilience among vulnerable populations in Gaza. The incumbent will work closely with technical colleagues and stakeholders to ensure that IDM standards and processes are adhered to, contributing to the overall effectiveness of WFP's humanitarian efforts in the region.

Duties and Responsibilities:
The IDM Associate will be responsible for coordinating regular IDM operations, acting as the main focal point for established IDM standards, processes, and systems. Key responsibilities include:
  • Following up on the implementation of IDM operations with WFP staff and cooperating partners, ensuring timely support and feedback on achievements and gaps.
  • Communicating proactively with senior team members and HQ regarding challenges and support needed to overcome operational bottlenecks.
  • Leading the development, review, and periodic update of Standard Operating Procedures (SOPs) and guidance for WFP IDM standards.
  • Conducting capacity development for cooperating partners and WFP staff, including organizing training and onboarding sessions.
  • Providing project management support for IDM initiatives, including identifying business requirements and tracking implementation timelines.
  • Liaising with relevant stakeholders to ensure effective collaboration and coordination.
  • Undertaking field visits to monitor implementation of IDM operations and initiatives.
  • Contributing to strategic planning of IDM activities and engaging with UN sister agencies and NGOs on IDM topics.
  • Supporting analysis preparation and assisting junior team members as needed. 1

Required Qualifications:
Candidates must possess a post-secondary certificate in a related functional area, with a Bachelor's degree in business administration, computer science, technology, or a related field being desirable. Additionally, candidates should have a strong understanding of data management principles, particularly in humanitarian contexts, and be proficient in SQL and database concepts. Knowledge of WFP Identity Management standards and experience with WFP tools and systems are preferred. Strong communication, multitasking, organization, and prioritization skills are essential for success in this role.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education, along with a post-secondary certificate in a relevant functional area. A Bachelor's degree in a relevant area such as business administration, computer science, or technology is highly desirable and will enhance a candidate's qualifications for the role.

Experience:
Candidates should have at least 6 years of progressively responsible work experience in data analysis, database management, or related fields within humanitarian contexts. Experience in data management activities such as registration, data cleaning, and reporting is essential. Familiarity with cash projects and the ability to work effectively in a team-oriented environment are also important for this position.

Languages:
Fluency in both oral and written communication in English and Arabic is mandatory for this role. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This position is a Service Contract (SC) with a duration of 12 months, subject to renewal based on WFP needs, staff performance, and availability of funds. The role is based in Gaza and is open only to Palestinian nationals residing in Gaza. The remuneration for this position is based on the SC salary scale, with health coverage provided under CIGNA and social insurance contributions. The contract includes annual leave of 2.5 days per month and sick leave of 2 days per month. Candidates must comply with national taxation regulations, and medical clearance is required prior to employment.
