Job Overview:
The HMA Mine Action Manager (HMAM) is responsible for overseeing all aspects of Humanitarian Mine Action (HMA) and weapons-related work within the DRC CENTRAL office. This role involves managing technical staff to ensure that HMA operations are conducted effectively, safely, and in accordance with established standards and procedures (SOPs). The HMAM will collaborate closely with the CENTRAL Area Manager (AM) and the Assistant Program Manager (APM) on a daily basis, participating in coordination efforts led by the HMA Operations Manager (OM) and AM/APM Manager. The HMAM will also support the development of HMA programs in the CENTRAL Area Office, including detailed planning for activity implementation in close cooperation with national authorities such as the National Mine Action Authorities (NMAAs) and UN Mine Action Service (UNMAS). This position requires regular monitoring of field activities through site visits and the preparation of reports for various stakeholders.

Duties and Responsibilities:
The HMAM will provide technical oversight for field operations related to the project, ensuring that training, safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and operational planning are effectively implemented. Responsibilities include maintaining high safety and security standards, ensuring cooperation with relevant departments, delivering operational reports in compliance with DMAC/IMSMA requirements, and managing budget forecasting and evaluation. The HMAM will conduct regular quality assurance and quality control visits, monitor daily activities to ensure adherence to safety procedures, and oversee the safe storage and handling of explosives. Additionally, the HMAM will lead training initiatives for operational teams, conduct field risk assessments, and maintain communication with stakeholders involved in mine action activities. The role also involves monitoring project achievements against targets and contributing to donor reporting as necessary.

Required Qualifications:
Candidates must possess a minimum of 8 years of experience in Humanitarian Mine Action (HMA) with a comprehensive understanding of its technical requirements. A minimum of 4 years of experience in Mine Action project and operations management is essential, along with proven management experience in various settings. The ability to train and mentor national staff is crucial, as is experience working in insecure environments. Candidates should demonstrate diplomatic skills, patience, and persistence, along with a commitment to gender equity and cross-sector cooperation.

Educational Background:
A high school diploma or higher is required, with a Bachelor's degree being preferred. Candidates must hold IMAS EOD level 3 qualifications or equivalent certifications relevant to mine action.

Experience:
The position requires substantial experience, specifically a minimum of 8 years in HMA, with at least 4 years in project and operations management. Proven management experience in diverse settings is necessary, along with a track record of training and mentoring national staff.

Languages:
Fluency in Pashto and Dari is mandatory, while proficiency in English is preferred. Additional computer skills, particularly in Microsoft Word, Excel, and PowerPoint, are also advantageous.
