Job Overview: The Emergency Monitoring, Evaluation & Learning (M&E) Manager is responsible for leading and coordinating the monitoring and evaluation activities for Mercy Corps' emergency response programming in the DRC. This role involves developing relationships with various program stakeholders to create and implement an integrated monitoring and evaluation system. The M&E Manager will ensure the quality of monitoring and evaluation tools, manage information analysis, and contribute to reporting. The position requires overseeing program assessments, evaluations, and operational research to measure program impact effectively. The M&E Manager will work closely with program teams to ensure alignment between M&E activities and program objectives, contributing to workplan development and setting targets.
Duties and Responsibilities: The M&E Manager will have a wide range of responsibilities, including:
Technical Oversight: Collaborating with program managers to develop M&E tools, identifying necessary tools to measure program impact, leading recruitment of M&E staff, and ensuring effective use of ICT4D in data management systems.
Program Management: Defining program indicators, developing data resources, creating beneficiary tracking databases, organizing technical meetings, consolidating reports, and coordinating M&E activities across the program lifecycle.
Information Management: Designing effective M&E systems, overseeing evaluation partners, developing project follow-up tools, and ensuring timely reporting of program aspects.
Anti-Fraud Systems: Establishing systems for better follow-up of field activities, developing methodologies to reduce aid diversion, and representing Mercy Corps in relevant meetings.
Team Management: Creating a respectful work environment, promoting accountability, managing the MEL team, and ensuring compliance with reporting requirements.
Finance & Compliance Management: Aligning M&E activities with donor policies, ensuring proper financial management, and monitoring adherence to grant agreements.
Security: Ensuring compliance with security procedures and policies.
Organizational Learning: Committing time to learning activities that benefit both Mercy Corps and individual team members.
Accountability to Beneficiaries: Supporting efforts toward accountability to beneficiaries and engaging communities in project design and evaluation.
Required Qualifications: Candidates must possess a Master's degree or equivalent in public health, statistics, international development, or a comparable field. They should have 2-4 years of relevant M&E experience in emergency or humanitarian contexts, with technical expertise in managing M&E systems for emergency programs. Successful candidates will have experience with mobile data collection tools, excellent quantitative skills, and the ability to communicate effectively with various stakeholders. Attention to detail, the ability to follow procedures, and experience in DRC or with USAID, ECHO, and DFID programs are desirable. Candidates must also demonstrate initiative, independence, and teamwork skills, with fluency in written and oral communication in French and English, and familiarity with Swahili being a plus.
Educational Background: The position requires a Master's degree (MA/MS) or equivalent in public health, statistics, international development, or a comparable field. This educational background is essential for understanding the complexities of monitoring and evaluation in emergency contexts and for developing effective M&E systems.
Experience: The ideal candidate should have 2-4 years of relevant experience in monitoring and evaluation within a field emergency or humanitarian context. This experience should include technical expertise in managing and developing M&E systems for emergency programs, as well as familiarity with the use of mobile data collection tools and statistical analysis software. Previous field experience in the Democratic Republic of the Congo is highly desirable, as is experience working with USAID, ECHO, and DFID programs.
Languages: Fluency in written and oral communication in both French and English is mandatory for this position. Familiarity with Swahili is considered a plus, as it may enhance communication with local communities and stakeholders.

Candidates should be prepared for flexible working hours, including the possibility of working through weekends and evenings.
