Job Overview:
The Finance Director position at Mercy Corps is a senior management role that reports directly to the Country Director. The Finance Director is responsible for ensuring the integrity, transparency, and sustainability of the financial systems within the country program, aligning with Mercy Corps' global standards and donor requirements. This role involves strategic leadership in financial management functions, including financial planning, budgeting, accounting, and compliance. The Finance Director will lead efforts to strengthen analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis and risk management practices, ensuring that the organization can adapt to changing circumstances while maintaining accountability and compliance with internal controls and local laws. The position requires collaboration with various teams to foster a culture of stewardship and continuous improvement in financial practices.

Duties and Responsibilities:
The Finance Director will oversee all financial operations of the Country Office, ensuring strong internal controls and compliance with donor regulations and local laws. Key responsibilities include leading the annual budgeting process, ensuring timely and accurate financial reporting, and guiding forecasting and expenditure tracking. The Finance Director will also manage financial monitoring of subgrantees, serve as the primary contact for audits, and promote ethical financial practices throughout the organization. Additionally, the role involves mentoring and developing a diverse finance team, representing Mercy Corps in financial discussions with external stakeholders, and integrating safeguarding principles into financial operations.

Required Qualifications:
Candidates for the Finance Director position must possess a university degree in Accounting, Finance, Economics, or a related field, with an advanced degree preferred. A minimum of 8 years of progressive financial management experience is required, including at least 5 years in international or humanitarian settings. Proven experience in strategic financial planning, risk management, and award management is essential, along with strong accounting skills and the ability to manage complex budgets. Candidates should demonstrate excellent leadership, communication, and mentoring skills, as well as fluency in English and French.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Accounting, Finance, or Economics. An advanced degree is preferred, indicating a higher level of expertise and understanding of financial management principles and practices.

Experience:
The Finance Director should have at least 8 years of progressive financial management experience, with a strong emphasis on international or humanitarian contexts. This experience should include a minimum of 5 years in roles that involve strategic financial planning, forecasting, and risk management, as well as a solid understanding of donor regulations and compliance requirements.

Languages:
Fluency in English and French is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
The position is based in Goma, North Kivu, which is classified as an unaccompanied duty station with basic but secure living conditions. Alternatively, the role may be based in Kinshasa, which is an accompanied location. The incumbent will be expected to travel frequently to support field teams across the country.
