Job Overview:
The Fleet Manager position at WFP is crucial for providing strategic and technical leadership in fleet management, which directly enhances the operational and programmatic effectiveness of WFP in the Democratic Republic of Congo. This role is responsible for ensuring the delivery of safe, reliable, and cost-efficient transport services across complex humanitarian settings. The Fleet Manager will drive continuous improvement in fleet performance, accountability, and environmental sustainability, contributing to WFP's broader goals of resilience, localization, and efficient service delivery in one of the world's most challenging operational environments. The position requires a proactive approach to fleet management, aligning fleet operations with programmatic priorities and ensuring that the fleet is responsive to the evolving needs of the organization.

Duties and Responsibilities:
  • Drive Operational Excellence in Fleet Management: Lead the implementation of industry-leading fleet management systems and practices to optimize performance across all workshop hubs and logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations in DRC, ensuring alignment with global humanitarian logistics standards and organizational strategic goals.
  • Maximize Asset Utilization and Cost Efficiency: Develop and execute strategies to achieve optimal truck deployment, fuel efficiency, and lifecycle cost reduction. Monitor and analyze fleet performance metrics to inform data-driven decisions that reduce operational overhead.
  • Align Fleet Deployment with Programmatic Priorities: Establish a dynamic truck allocation and redeployment framework that responds to evolving country program needs and emergency response requirements. Integrate fleet planning into broader operational and strategic planning cycles.
  • Strengthen Local Capacity and Operational Resilience: Design and implement a structured capacity-building roadmap for national staff, including mentorship, technical training, and leadership development. Foster a culture of accountability and continuous improvement within fleet operations teams.
  • Institutionalize Performance Management Systems: Define and enforce Key Performance Indicators (KPIs) for fleet operations, ensuring full compliance with internal policies and donor expectations. Use performance data to drive innovation, improve service delivery, and enhance transparency.
  • Optimize Inventory and Supply Chain Efficiency: Develop a strategic inventory management system to minimize dead stock and ensure timely disposal of obsolete parts. Align workshop store practices with lean supply chain principles to support agile fleet maintenance.

Required Qualifications:
The ideal candidate for the Fleet Manager position should possess an advanced university degree in Supply Chain, Logistics, Mechanical/Automotive Engineering, Transport Management, Business Administration, or a related field. Additionally, candidates should have at least 5–8 years of progressively responsible experience in fleet, transport, or logistics management, preferably with UN agencies, NGOs, or large private sector operations. Proven experience in managing teams, workshops, and outsourced providers is essential, along with demonstrated expertise in cost optimization, fleet digital systems, and reporting. Technical skills should include knowledge of vehicle maintenance, transport management systems, and safety regulations, with proficiency in WFP systems (LESS, WINGS, FMS) considered an asset. Strong analytical and reporting skills are also required.

Educational Background:
Candidates must have an advanced university degree in a relevant field such as Supply Chain, Logistics, Mechanical/Automotive Engineering, Transport Management, or Business Administration. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills required for effective fleet management in a humanitarian context.

Experience:
The position requires a minimum of 5–8 years of progressively responsible experience in fleet, transport, or logistics management. Candidates should have a proven track record of managing teams and workshops, as well as experience working with outsourced providers. Experience in cost optimization and familiarity with fleet digital systems and reporting are also critical for success in this role.

Languages:
Fluency in English (oral and written) is mandatory, with a proficiency level of C. Knowledge of French is considered a strong asset, with a proficiency level of B. This bilingual capability is important for effective communication in the diverse operational environment of the Democratic Republic of Congo.
