Job Overview:
The Human Resources Officer will play a crucial role in supporting the coordination of human resources functions within the IOM office in Ankara. This position involves working closely with the Chief of Mission and the National Human Resources Officer to evaluate staffing needs, coordinate recruitment processes, and ensure compliance with IOM regulations. The successful candidate will be responsible for a variety of HR functions, including drafting and posting vacancy notices, screening applications, conducting interviews, and managing pre-employment activities. Additionally, the officer will maintain the organizational HR system, ensuring data accuracy and consistency, and will monitor attendance and leave administration. The role also includes preparing reports on personnel matters, facilitating staff training and development, and responding to inquiries regarding entitlements and responsibilities. The Human Resources Officer will be expected to identify areas for improvement within HR processes and contribute to the development of new procedures that meet the specific needs of the office.

Duties and Responsibilities:
  • Support the evaluation of staffing needs and assist in the recruitment process by providing guidance to hiring managers.
  • Draft and post vacancy notices, screen applications, and prepare interview protocols.
  • Conduct reference checks and prepare job offers.
  • Coordinate pre-employment activities, including medical exams and induction sessions.
  • Maintain the organizational HR system, ensuring data accuracy and compliance with IOM regulations.
  • Monitor attendance and leave administration, generating reports as needed.
  • Prepare documentation for separation, classification, and promotion processes.
  • Draft and review routine correspondence and maintain systematic archiving of HR documents.
  • Facilitate compliance with performance evaluation processes and provide technical guidance to staff. 1
  • Organize HR events and training activities, assessing staff development needs. 1
  • Respond to inquiries from staff regarding their entitlements and responsibilities. 1
  • Participate in inter-agency HR working groups and provide guidance to junior staff. 1
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess a High School diploma with six years of relevant experience or a Bachelor’s degree in Human Resources, Business Administration, Psychology, or a related field with four years of relevant professional experience. Proficiency in Microsoft Office applications is essential, and previous experience with SAP or Oracle is advantageous. Candidates should demonstrate attention to detail, organizational skills, and a client-oriented approach. Experience working with international humanitarian organizations or in a multi-cultural setting is preferred.

Educational Background:
A High School diploma is required, with six years of relevant experience, or a Bachelor’s degree in a relevant field such as Human Resources, Business Administration, or Psychology, accompanied by four years of relevant professional experience. Candidates must have graduated from accredited universities recognized in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of six years of relevant experience for candidates with a High School diploma or four years for those with a Bachelor’s degree. Experience in human resources functions, particularly in recruitment and personnel management, is essential. Familiarity with international humanitarian organizations and multi-cultural environments is considered an advantage.

Languages:
Fluency in English and Turkish is mandatory for this position. Knowledge of additional languages such as French or Spanish is beneficial, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Türkiye will be considered.
