Job Overview:
The Senior National Monitoring, Evaluation, Accountability and Learning Officer will play a crucial role in leading the management of monitoring, evaluation, accountability, and learning functions within the Country Office (CO). This position involves direct supervision by the Senior Programme Coordinator (Development and Reporting) and requires close coordination with various units at Headquarters and the Regional Office. The officer will be responsible for identifying risks, ensuring quality improvement, and facilitating program learning. The role demands a comprehensive understanding of monitoring and evaluation policies, adherence to Results-based Management (RBM) frameworks, and the ability to develop and implement effective monitoring and evaluation plans. The officer will also engage with UN agencies, donors, and government partners to ensure collaborative monitoring and evaluation efforts, contributing to the overall mission of IOM in the region.

Duties and Responsibilities:
The duties and responsibilities of the Senior National Monitoring, Evaluation, Accountability and Learning Officer include supervising the implementation of Monitoring and Evaluation (M&E) activities in accordance with project/programme strategies and result matrices. The officer will ensure compliance with existing evaluation policies and guidelines, contribute to the development of monitoring tools and systems, and regularly assess project risks. They will provide training and capacity-building support to IOM staff and partners, update evaluation plans, and engage in M&E activities with various stakeholders. Additionally, the officer will support project managers in compiling donor reports, monitor the work of implementing partners, and contribute to project development opportunities. The role also involves conducting M&E activities that inform the management and analysis of migration trends relevant to IOM's work in the country.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant experience is acceptable. The position requires a strong understanding of monitoring and evaluation concepts, approaches, and techniques, as well as experience in project development, management, and capacity-building activities. Familiarity with financial and business administration, as well as knowledge of migration issues, is essential.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as International Relations, Political Science, Business or Public Administration, or International Studies from an accredited academic institution. Candidates with a University degree in these fields must have a minimum of seven years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.

Experience:
The ideal candidate should have at least 7 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), demonstrating a strong knowledge of qualitative and quantitative methods, participatory approaches, and evaluative methodologies. Additionally, a minimum of 4 years of management experience is required, along with a proven track record in project conceptualization, development, monitoring, reporting, and evaluation. Experience in capacity-building activities, including the design and delivery of training programs, is also essential. Candidates should have experience liaising with governmental and diplomatic authorities and familiarity with financial and business administration.

Languages:
Fluency in English and Turkish is mandatory for this position, as these are the primary languages of communication within the organization. A working knowledge of Arabic is considered advantageous, as it may enhance communication with diverse stakeholders. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.

Additional Notes:
The position is subject to funding confirmation, and any offer made to the candidate will depend on this condition. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. National Professional Officers (NPOs) must be nationals of the country of their employment and are expected to perform work at a professional level, adhering to the same standards of recruitment qualifications and performance as International Professional staff. Appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable.
