Job Overview: The National Programme Officer will play a crucial role in supporting the Immigration and Border Governance Unit portfolio within the Country Office. This position involves a variety of responsibilities aimed at ensuring the effective implementation of projects related to immigration and border governance. The successful candidate will assist in planning, coordinating, and monitoring project activities, ensuring that objectives and results are met efficiently. The role requires compiling and analyzing data on specific project topics, drafting reports, and maintaining effective communication with various stakeholders, including governmental authorities and non-governmental organizations. The officer will also be involved in organizing training sessions and workshops, contributing to capacity building efforts, and providing guidance to other staff members. This position is integral to the success of the projects under the Immigration and Border Governance Unit, and the officer will be expected to demonstrate strong analytical, communication, and organizational skills.
Duties and Responsibilities:
Assist in the planning, coordination, implementation, and monitoring of project activities related to immigration and border governance.
Compile, summarize, analyze, and present information/data on specific project topics, highlighting noteworthy issues for consideration.
Monitor budget implementation and propose necessary adjustments.
Liaise with diverse organizational units and external parties for administrative coordination of project implementation.
Draft status reports and identify shortfalls in delivery, bringing them to the attention of the supervisor with suggested corrective measures.
Prepare and update reports, briefing notes, graphics, statistical tables, and other documentation.
Organize meetings, workshops, and training sessions, preparing training materials and participating in capacity building workshops.
Respond to complex information requests and inquiries, maintaining organized files and records.
Participate in meetings and conferences, maintaining effective liaison with local authorities, partners, and stakeholders. 1
Provide inputs for the development of concept papers and support the development of new projects. 1
Guide and train other staff in the unit and may supervise other staff as assigned. 1
Strong analytical and problem-solving skills, with the ability to identify and resolve issues effectively.
Excellent written communication skills, including drafting project proposals, reports, and correspondence.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited institution. This educational background is essential for understanding the complexities of migration and border governance.
Experience: Candidates should have a minimum of four years of relevant professional experience, particularly in project implementation related to migration and border management. Experience in working with international humanitarian organizations, governmental institutions, or non-governmental organizations in a multicultural setting is highly advantageous. The ability to liaise effectively with various stakeholders, including governmental authorities and international agencies, is crucial for this role.
Languages: Fluency in English and Turkish is required, both oral and written. Proficiency in additional languages such as French and Spanish is considered an asset, as IOM's official languages include these. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is subject to funding confirmation, and any offer made to the candidate is contingent upon this. The selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be subject to certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government.
