Job Overview: The National Professional Program Policy Officer will play a crucial role in supporting the implementation of the WFP Burundi Country Strategic Plan (CSP) for 2024-202
This position is focused on enhancing nutrition, health, and education outcomes for the people of Burundi, particularly through integrated home-grown school feeding programs. The officer will work closely with various stakeholders, including government entities, to ensure that school feeding initiatives are effectively designed and implemented. The role requires a strategic approach to program development, monitoring, and evaluation, ensuring that WFP's interventions align with its mission of transforming food systems and promoting self-reliance among households. Duties and Responsibilities:
Serve as a Technical Expert by providing strategic guidance and data on school feeding and related issues, ensuring effective implementation of WFP's Home-Grown School Feeding interventions.
Support Programme Development by contributing to the design and alignment of proposals, plans, and processes with WFP's policies and guidelines, promoting sustainable and impactful school feeding programs.
Coordinate Donor-Funded Initiatives by overseeing funding from multiple donors, ensuring a harmonized approach that aligns with WFP standards and integrates with broader programs.
Monitor and Evaluate Programs by conducting program reviews and evaluation missions, collaborating with WFP units, field offices, and stakeholders to uphold quality standards and ensure effective data gathering and monitoring systems.
Support Policy/Operational Research and Analysis by researching and evaluating policy and operational issues to assist in the formulation of policies, programs, and activities related to Home-Grown School Feeding.
Ensure Accurate Reporting by preparing timely and quality reports for donors and stakeholders, enabling informed decision-making and consistency in communications.
Foster Collaboration by liaising with internal counterparts to facilitate integration, monitor ongoing interventions, and enhance program complementarity.
Develop Partnerships by identifying, cultivating, and managing partnerships that enhance collaboration and improve Integrated homegrown school feeding.
Build Capacity by strengthening the capacities of WFP staff, partners, and national governments to effectively respond to Home-Grown School Feeding needs while providing technical guidance and support. 1
Facilitate Government Initiatives by assisting the government in implementing School Meal Coalition commitments, monitoring progress, and coordinating efforts, including chairing the East African School Meal Coalition. 1
Promote Communication and Coordination by maintaining robust communication with regional bureaus, headquarters, governments, United Nations agencies, donors, public/private institutions, and NGOs to advance education and school feeding objectives.
Required Qualifications: Candidates must possess a minimum of 3 years of experience in managing or developing humanitarian and/or development projects or programs. They should have experience in implementing technical programs, particularly in nutrition or related fields, and have contributed to policy discussions and decisions. Proficiency in computer skills, including Word, Excel, PowerPoint, and Outlook, is essential. Additionally, candidates must be of Burundian nationality and possess a valid identity card or passport. Proven experience in school meals programs, accounting, finance, and local procurement is required, along with a good understanding of gender, social protection, program integration, and protection in both humanitarian and development contexts.
Educational Background: The position requires an advanced university degree in International Affairs, Economics, Education, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or another field relevant to international development assistance. Alternatively, a first university degree with additional years of related work experience and/or training/courses may be accepted.
Experience: Candidates should have at least 3 years of relevant experience in the management or development of humanitarian and/or development projects or programs. This experience should include implementing technical programs and providing input into the design of operations, as well as involvement in policy discussions and decisions.
Languages: Fluency in French (level C) and proficiency in English (level C) are mandatory. Fluency in Kirundi (local language) is also required, and knowledge of Swahili is considered an asset.
