Job Overview:
The Programme Officer (Disaster Risk Reduction and Climate Change Adaptation (DRR CCA)) will play a crucial role in supporting and coordinating the development, implementation, monitoring, and reporting of the Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) Programme in Burundi. This position requires close collaboration with various stakeholders, including government entities, national authorities, donors, and civil society organizations. The officer will assist in the overall planning and management of the programme, ensuring compliance with IOM policies and standards, donor requirements, and agreed timelines. The role also involves providing operational guidance and technical supervision to programme staff, contributing to strategic planning, and facilitating capacity-building activities aimed at enhancing national and local capacities on DRR and climate adaptation. The Programme Officer will also engage in relevant UN working groups to promote the integration of DRR and CCA into broader national policies and frameworks, ensuring that gender-responsive and inclusive approaches are emphasized throughout the programme.

Duties and Responsibilities:
  • Support the Programme Coordinator in the overall planning, management, implementation, and monitoring of the DRR and CCA programming in Burundi, ensuring compliance with IOM policies and standards.
  • Strengthen and maintain effective partnerships and coordination mechanisms with government entities, national authorities, donors, development partners, UN agencies, and civil society organizations.
  • Provide operational guidance and technical supervision to programme staff, assisting in programmatic strategy and implementation.
  • Monitor project progress and provide recommendations to enhance effectiveness.
  • Contribute technical inputs to strategic planning, project development, and resource mobilization efforts.
  • Coordinate capacity-building activities, workshops, and training sessions on DRR, climate adaptation, and community preparedness.
  • Participate in UN working groups to mainstream DRR and CCA into the UNSDCF and related processes.
  • Ensure integration of gender-responsive approaches within all programme components.
  • Manage information related to programme activities, ensuring effective dissemination of achievements and lessons learned. 1
  • Provide technical and operational support to the Programme Coordinator and facilitate collaboration between country-level stakeholders and the regional Cluster team. 1
  • Draft progress reports, briefings, and communication materials documenting programme achievements and challenges. 1
  • Participate in conferences and forums to present IOM activities and advocate for climate-related human mobility integration. 1
  • Undertake duty travel as required to support programme implementation and monitoring. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in International Development, International Relations, Social Sciences, Environmental Sciences, Disaster Management, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should demonstrate knowledge of UN/IOM regulations, policies, and procedures, as well as an understanding of migration in relation to environmental degradation and climate change.

Educational Background:
A Master’s degree in a relevant field such as International Development, International Relations, Social Sciences, Environmental Sciences, or Disaster Management is required. Alternatively, a University degree in these fields with additional years of experience may be considered. The educational institution must be accredited and recognized by the UNESCO World Higher Education Database.

Experience:
Candidates should have experience in disaster risk reduction, climate change adaptation, early warning systems, emergency preparedness, and community-based resilience programming. Experience in project management, implementation, coordination, and monitoring is essential. Familiarity with liaising with government authorities, donors, and national/international partners is preferred. Work experience in the East, Horn, and Southern Africa (EHSA) region is advantageous, as is experience with IOM's PRIMA system and coordinating regional programming.

Languages:
Fluency in English and French is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-2 grade level and is a professional recruitment type. Internationally recruited professional staff are required to be mobile. The selection process may be used to fill similar positions in various duty stations.
