Job Overview:
The Monitoring and Evaluation Officer will play a crucial role in supporting the Information Management (IM) and Monitoring and Evaluation (M&E) of all programme activities within the Malaysia Mission. This position involves assisting in ensuring compliance with M&E standards, quality assurance, and adherence to IOM and donor requirements. The successful candidate will work closely with various units and sub-offices to implement the Country M&E Framework, providing guidance on standardized M&E tools and processes. The role requires collaboration with field counterparts to monitor targets and indicators, facilitating the implementation of M&E activities such as assessments, evaluations, and reviews. The officer will also be responsible for drafting reports, supporting donor compliance, and contributing to organizational learning through evaluation processes and knowledge management.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include: assisting in the implementation of the Country M&E Framework; collaborating with IM & M&E field counterparts; facilitating the use of standardized M&E tools; developing and supporting M&E activities; drafting M&E reports; facilitating evaluations; contributing to resource mobilization efforts; maintaining a knowledge management system; supporting capacity building of project staff; establishing accountability mechanisms; and keeping abreast of internal frameworks for MEAL and RBM. The officer will also undertake duty travel to oversee field activities and perform other duties as assigned.

Required Qualifications:
The position requires a Bachelor’s degree in Political or Social Sciences, International Relations, Information Management, Statistics, Data Science, or related fields from an accredited institution. Candidates should have at least three years of relevant professional experience or its equivalent. Required qualifications include experience in Information Management and/or Programme Monitoring and Evaluation, information analysis, report writing, and the ability to work with data management software such as Microsoft PowerPoint and Excel. Experience in liaising with governmental authorities and working with vulnerable groups is also essential.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Information Management, Statistics, or Data Science. This educational background is crucial for understanding the complexities of migration and evaluation processes, as well as for effectively engaging with various stakeholders in the field.

Experience:
The ideal candidate should have a minimum of three years of relevant professional experience in Information Management and/or Programme Monitoring and Evaluation, particularly within the Malaysian context. Experience in developing and implementing M&E frameworks, conducting information analysis, and writing reports is required. Proven ability to consolidate information from multiple sources and experience in working with governmental and non-governmental organizations in a multicultural setting are also important.

Languages:
Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Bahasa Melayu and other languages is considered an advantage, as it may enhance communication with local stakeholders and communities.
