In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment: > Division for the Advancement of Women (DAW) > International Research and Training Institute for the Advancement of Women (INSTRAW) > Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI) > United Nations Development Fund for Women (UNIFEM) The main roles of UN Women are: > To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms. > To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society. > To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview:
The National Consultant – Rapporteur will play a crucial role in supporting the implementation of the THRIVE project, which aims to enhance the economic and social resilience of marginalized women in Sri Lanka. This position involves documenting Collective Leadership Dialogues (CLDs) at the district level, which are essential for fostering women's participation in decision-making processes. The consultant will collaborate closely with other consultants and report to the Head of Office, ensuring that the documentation strategy is effectively executed. The role requires a strong focus on synthesizing and analyzing information to produce clear and structured reports that reflect the outcomes of the dialogues and workshops. The consultant will also be responsible for collecting and digitizing participant data, ensuring that the documentation adheres to UN Women’s guidelines and standards.

Duties and Responsibilities:
  • Develop a comprehensive documentation strategy that outlines the methodology for documenting the CLDs, including tools, data storage systems, and quality assurance measures.
  • Attend and document four CLDs in selected districts, drafting and finalizing district-specific reports.
  • Collaborate with other rapporteurs to produce cohesive reports, ensuring that all documentation is completed in English and meets UN Women’s standards.
  • Collect and digitize disaggregated participant data, coordinating with other rapporteurs to submit unified datasets.
  • Attend follow-up workshops and draft reports based on the proceedings, incorporating feedback from UN Women.
  • Ensure timely submission of all deliverables, including activity completion reports and finalized documentation strategies, adhering to the established timeline.

Required Qualifications:
Candidates must possess a Master’s degree in communications, Gender and Development, International Relations, Public Administration, Law, Human Rights, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. Applicants should have demonstrable experience in report writing and analysis, familiarity with gender equality issues, and proficiency in using digital tools for documentation. Strong communication skills and the ability to synthesize complex information are essential.

Educational Background:
A Master’s degree in a relevant field is required, with a first-level university degree acceptable if accompanied by additional qualifying experience. The educational background should reflect a strong foundation in social sciences, particularly in areas related to gender and development.

Experience:
A minimum of one year of experience as a rapporteur for similar events is required. Candidates should have a proven track record in preparing reports and knowledge products, as well as familiarity with gender equality and women's empowerment issues. Experience in using digital tools for note-taking and transcription is desirable.

Languages:
Proficiency in both written and spoken Sinhala and English is mandatory for this position. This bilingual requirement is crucial for effective communication and documentation during the dialogues and workshops.
