Job Overview:
The Field Programme Assistant – Ditwa Response will play a crucial role within the emergency surge team, directly reporting to the Deputy Country Director. This position is integral to the humanitarian response framework of WFP, specifically aimed at delivering timely and effective assistance to communities impacted by Cyclone Ditwa and subsequent flooding. The incumbent will be responsible for supporting field operations, ensuring that program activities are executed efficiently and in accordance with WFP's operational standards and emergency protocols. The role requires close collaboration with program and operational teams to maintain service continuity, facilitate coordination, and uphold accountability throughout the emergency response efforts. The Field Programme Assistant will also be involved in evidence-based program management, collecting and analyzing data from field locations, and preparing reports to inform management decisions and program reviews. Duties and Responsibilities:
The Field Programme Assistant will have a diverse set of responsibilities, including but not limited to:
  • Overseeing planned food and non-food assistance operations by verifying commodity movements, distributions, and the implementation of activities by NGO partners.
  • Addressing routine operational issues, escalating risks as necessary, and ensuring compliance with WFP operational standards and emergency response procedures.
  • Supporting evidence-based program management by collecting, validating, and consolidating monitoring and implementation data from field locations and cooperating partners.
  • Conducting basic analysis and preparing high-quality field mission reports, program summaries, and monitoring outputs to inform management decisions and program reviews.
  • Maintaining regular coordination with cooperating partners, community structures, and internal units to facilitate effective information exchange and coherent program implementation.
  • Organizing and participating in coordination meetings regarding distribution arrangements, commodity pipelines, entitlements, and beneficiary feedback.
  • Contributing to the enhancement of monitoring systems by assessing field practices, identifying gaps, and proposing improvements to monitoring tools and processes.
  • Providing guidance and on-the-job support to field staff to strengthen performance and ensure effective execution of monitoring responsibilities.
  • Delivering standard training to cooperating partners on WFP operational procedures, monitoring methodologies, and reporting requirements to enhance their capacity for independent self-monitoring and high-quality program delivery.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant work experience in program management or related fields. A post-secondary certificate in a relevant functional area is desirable. The role requires fluency in both oral and written communication in English, as well as proficiency in Sinhala or Tamil, specifically for Sri Lankan nationals. The ability to collect program output and outcome data, conduct quantitative and qualitative analyses, and report findings to management and stakeholders is essential. Experience with WFP monitoring and evaluation systems and standards is also preferred.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. A post-secondary certificate in a related functional area is considered desirable, providing candidates with a foundational understanding of the principles and practices relevant to the role.

Experience:
The position requires a minimum of 5 years of related work experience, which should include practical involvement in program management, data collection, and analysis. Candidates should demonstrate their ability to work effectively in a team environment and contribute to the successful implementation of humanitarian programs.

Languages:
Fluency in both oral and written communication in English is mandatory. Additionally, proficiency in Sinhala or Tamil is required for this position, specifically for Sri Lankan nationals. Knowledge of other languages may be considered an asset but is not mandatory.
