Job Overview: The Cash-Based Transfer (CBT) Coordinator will play a crucial role in the World Food Programme's response to the flood emergency in Sri Lanka caused by the 'Ditwa' cyclonic storm. This position involves leading the design, implementation, and closure of all CBT activities across the island, ensuring effective coordination of the CBT working cluster/working group. The coordinator will be responsible for developing operational plans aligned with corporate processes, managing distribution cycles, and ensuring that all activities comply with established Standard Operating Procedures (SOPs). The role requires collaboration with internal counterparts and external partners to monitor ongoing activities and support the capacity building of WFP staff and national government entities. The successful candidate will contribute to the overall effectiveness of humanitarian assistance delivered to affected populations, ensuring that the interventions are timely and impactful.
Duties and Responsibilities: The CBT Coordinator will be responsible for the following duties:
Develop relevant CBT interventions and operational plans that align with WFP's corporate processes.
Lead and support the internal and external CBT cluster/working group to ensure effective collaboration and coordination.
Create, design, and update interventions carried out in the SCOPE system, managing all related activities.
Oversee distribution cycles, planning, approvals, and ensure that SOPs are updated and adhered to.
Conduct field missions to monitor CBT implementation and processes, providing management with necessary updates.
Support capacity building initiatives for WFP staff, partners, and national government to enhance their preparedness and response to food assistance needs.
Manage relationships with corporate partners, ensuring that Field Level Agreements (FLAs) are signed, updated, and payments are processed according to CO FIN SOP.
Coordinate with the protection and beneficiary accountability unit to ensure that CBT operations align with corporate guidance.
Perform additional duties as required to support the overall mission of WFP.
Required Qualifications: Candidates must possess a minimum of an advanced university degree (master’s degree) in a relevant field. Alternatively, a first university degree (bachelor's) with additional years of experience may be considered. The ideal candidate should have at least one year of managerial or professional experience in a humanitarian program portfolio, preferably in food assistance. Candidates with five years of experience in a related area with a bachelor's degree will also be considered. Experience in humanitarian cash-related interventions is highly desirable, with a preference for candidates who have at least one to two years of relevant experience.
Educational Background: The educational requirements for this position include a minimum of an advanced university degree (master’s degree) in a relevant field such as international relations, development studies, or a related discipline. Candidates with a first university degree (bachelor's) must have additional years of relevant experience to qualify for the role.
Experience: The position requires a minimum of one year of managerial or professional experience in a humanitarian program portfolio, particularly in food assistance, for candidates with an advanced university degree. For those with a first university degree, a minimum of five years of relevant experience is necessary. Additionally, candidates should have at least one year of experience in humanitarian cash-related interventions, with two years being preferred.
Languages: The mandatory language requirement for this position is a working knowledge of English. Proficiency in MS Office applications, including Outlook, Word, and Excel, is also essential. While English is the primary language for this role, knowledge of additional languages may be considered an asset but is not mandatory.
