Job Overview:
The Senior IT Officer, Business Solutions I position is integral to the World Bank's Information and Technology Solutions (ITS) Vice Presidential Unit (VPU), which aims to leverage information and technology to enhance development impact. This role involves serving as the principal technical authority and strategic leader for the design and delivery of intelligent, scalable, and secure systems that support key work programs across the ITS Country Engagement unit (ITSCE). The officer will be responsible for driving technology vision, setting architectural direction, and ensuring that solutions are innovative and aligned with business goals and enterprise standards. The position requires a deep understanding of both back-end and front-end technologies, as well as experience in cloud-native solutions and AI-powered systems.

Duties and Responsibilities:
The Senior IT Officer will have a wide range of responsibilities, including providing strategic technical leadership in designing and implementing systems architectures that align with evolving business objectives. The officer will architect and lead the delivery of cloud-native, full-stack solutions using modern frameworks such as React, Angular, and Node.js, as well as platforms like Microsoft Azure and AWS. They will design and oversee the implementation of AI-powered systems, ensuring compliance with security" style="border-bottom: 1px dotted #007bff !important;">security and governance standards. Coordination across cross-functional teams is essential to ensure architectural coherence with operational requirements. The officer will enforce enterprise architecture standards, drive innovation by evaluating emerging technologies, and oversee the development of architecture documentation to support cross-team collaboration. Additionally, they will collaborate with Product Owners and Business Analysts to translate strategic business needs into actionable technical specifications and delivery roadmaps, lead architectural alignment during Agile ceremonies, and monitor technical delivery progress while providing expert advice and guidance to technical staff.

Required Qualifications:
Candidates must possess a Master’s degree with at least 8 years of experience or a Bachelor's degree with a minimum of 10 years of relevant experience, or an equivalent combination of education and experience. A proven track record in managing contractor- or vendor-delivered IT projects from design through production deployment is essential, along with strong expertise in vendor management and contract oversight. Comprehensive knowledge of back-end systems, including databases, APIs, microservices, and server architecture, as well as front-end technologies and user interface design principles, is required. Advanced proficiency in cloud platforms such as Microsoft Azure, AWS, or Google Cloud, supported by relevant certifications, is also necessary. Hands-on experience with system integration, networking, DevOps practices, and enterprise security standards is expected, along with the ability to assess and validate technical solutions for alignment with enterprise architecture standards and business objectives.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field, such as Information Technology, Computer Science, or a related discipline, or a Bachelor's degree with significant experience in the field. Candidates should have a strong foundation in both theoretical and practical aspects of IT systems and architecture, as well as familiarity with current technologies and methodologies in the industry.

Experience:
The position requires a minimum of 8 years of relevant experience for candidates with a Master’s degree, or at least 10 years for those with a Bachelor's degree. This experience should include managing IT projects, particularly those involving contractor or vendor delivery, and a strong background in both back-end and front-end technologies. Candidates should also have experience in cloud computing and AI systems, as well as a proven ability to lead technical teams and projects effectively.

Languages:
The mandatory language for this position is English, which is essential for communication within the organization and with stakeholders. Additionally, proficiency in Bulgarian is preferred, as it may facilitate better engagement with local teams and stakeholders in Bulgaria.
