Job Overview:
The position of Senior Professional in Community Safety Development is crucial for enhancing the capabilities of the Kosovo Police (KP) in community policing and crime prevention. The successful candidate will work under the direct supervision of the Chief of Community Safety Development Section, providing leadership and guidance to national staff, instructors, and consultants. This role involves conducting thorough analyses of community safety needs, developing comprehensive training programs, and supporting the implementation of integrated policing strategies. The candidate will also represent the department in various forums, ensuring effective communication and cooperation on community safety initiatives throughout Kosovo. The position requires a proactive approach to problem-solving and the ability to work collaboratively with diverse stakeholders.

Duties and Responsibilities:
The duties and responsibilities of the Senior Professional in Community Safety Development include:
  • Providing supervision, oversight, and guidance to national staff, instructors, and consultants involved in community safety initiatives.
  • Conducting analyses of information, statistics, and data to identify the needs of the Kosovo Police in community policing and crime prevention.
  • Developing and implementing comprehensive community policing training programs aimed at enhancing the skills of police officers and managers.
  • Supporting the KP in implementing the integrated Intelligence Led Policing (ILP) and Community Policing Strategy through workshops and training sessions.
  • Assisting and mentoring KP safety activities and initiatives throughout Kosovo.
  • Representing the department in various forums to ensure cooperation and communication on community safety initiatives.
  • Working with local and international staff to provide capacity-building support to local public safety committees and municipal community safety councils.
  • Drafting project documents and implementing new projects through all stages of the project management cycle.
  • Liaising with OSCE Secretariat counterparts and local stakeholders to ensure effective collaboration. 1
  • Drafting thematic, analytic, and performance reports. 1
  • Performing other duties as assigned by the Chief of Community Safety Development Section.

Required Qualifications:
The required qualifications for this position include:
  • Graduation from a recognized police training school.
  • Regular, active police service experience.
  • Very good oral and written communication skills in English.
  • Strong negotiating and interpersonal skills.
  • Knowledge of International Police Standards and human rights.
  • Ability to read and utilize maps effectively.
  • Capability to perform first aid.
  • Proven working experience in a supervisory or managerial position within a national police service.
  • Experience in implementing and managing community policing and community safety training courses. 1
  • Strong evidence of developing, managing, and evaluating community policing programs.

Educational Background:
Candidates must possess a Bachelor's Degree or equivalent in a relevant field, with additional qualifications in police administration or specialized subject areas being highly desirable. Continuous professional development through courses related to police administration and community safety is also expected.

Experience:
Candidates should have a minimum of ten (10) years of diversified police experience, including at least twelve (12) months of operational experience in community policing or related fields. Experience in project management, including planning, designing, budgeting, and evaluation, is essential for this role.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages, particularly those relevant to the region, is considered an asset and may enhance a candidate's application.

Additional Notes:
This position is classified as a Senior Professional role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a maximum service period of seven years in the same mission.
