Job Overview: The Chief of the Community Safety Development Section is a pivotal role within the OSCE Mission in Kosovo, responsible for overseeing the development and implementation of community safety initiatives. This position requires a strategic leader who can manage a diverse team and coordinate with various stakeholders, including local law enforcement and international partners. The successful candidate will assist the Director of the Department for Security and Public Safety in formulating department strategies, policies, and budgets while ensuring the effective operational implementation of projects. The role also involves representing the department in various forums and working groups, promoting community policing, and fostering relationships between law enforcement and communities, particularly non-majority communities. The candidate will be expected to provide guidance on community safety policies and oversee the design and evaluation of projects aimed at enhancing public safety.
Duties and Responsibilities: The duties and responsibilities of the Chief of the Community Safety Development Section include: assisting the Director in coordinating departmental strategy, policy, program, and budget; ensuring efficient operational implementation of projects; representing the department in the absence of the Director; providing strategic direction and managing all staff within the Community Safety Development Section; advising on community policing issues; supporting the development and implementation of community policing policies; overseeing project design, implementation, monitoring, and evaluation; representing the department in inter-institutional steering and working groups; collaborating with senior leadership of the Kosovo Police and Ministry of Internal Affairs; coordinating donor efforts regarding community safety; and performing other management duties as assigned by the Director.
Required Qualifications: Candidates must possess a first-level university degree in law enforcement, public safety, criminal justice, criminology, law, psychology, emergency management, or a related field. Additionally, candidates should have completed police academy administrative courses on human resources management and general police management. A minimum of 8 years of diversified and progressively responsible experience in police or relevant law enforcement/security fields is required, including at least 3 years in a management role. Candidates must demonstrate strong leadership qualities, management experience, and the ability to work with diverse groups while maintaining impartiality and objectivity.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as law enforcement, public safety, criminal justice, criminology, law, psychology, or emergency management. Additional education in related fields and completion of police academy courses on human resources and police management are highly desirable.
Experience: Candidates should have a minimum of 8 years of experience in police or relevant law enforcement/security fields, with at least 3 years in a management capacity. Experience working with international organizations or governments, particularly in post-conflict or developing regions, is essential. Proven experience in project management, community safety, and community policing is also required.
Languages: Professional fluency in English, with excellent oral and written communication skills, is mandatory. Knowledge of local languages is desirable and can enhance the candidate's effectiveness in the role.
Additional Notes: This position is classified as a middle management role under the OSCE's international secondment contract type. The contract is fixed-term and full-time, with a target start date as soon as possible.
