Job Overview: The position of International Firearms Expert is crucial for the OSCE Mission in Kosovo as it seeks to enhance the capabilities of law enforcement agencies in the region. The expert will be responsible for conducting a comprehensive 14-day Training of Trainers (ToT) course aimed at equipping 20 law enforcement officers from KAPS, KP, PIK, KCS, and KC with the necessary skills to train new recruits in the use of firearms. This training will cover both theoretical and practical aspects of firearm instruction, including the use of handguns and long rifles. The expert will also be tasked with developing training methodologies, preparing evaluation reports, and ensuring that the training aligns with international standards. The ultimate goal is to enable these trainers to provide effective in-service training and to update firearm curricula based on best practices, thereby contributing to the overall improvement of public safety in Kosovo.
Duties and Responsibilities: The International Firearms Expert will have a range of responsibilities including:
Developing and sending a comprehensive training methodology and agenda to the activity manager, ensuring that both theoretical and practical components are covered.
Delivering a 14-day Training-of-Trainers (ToT) course for 20 officers from KAPS and PSI, qualifying them as local firearms instructors.
Covering instruction methodologies for handgun, rifle, and shotgun use, as well as the fundamentals of shooting.
Teaching maintenance, cleaning, and inspection of firearms.
Observing and supervising the development of the trainers' pedagogical skills.
Ensuring maximum efficiency and safety during range operations, including the assignment of local range masters.
Preparing a post-training evaluation report that summarizes observations, assesses the training's effectiveness, identifies legislative gaps, and provides recommendations for future actions.
Designing and handing over learning materials such as PPT presentations, lesson plans, and brochures to KAPS, KP, and PSI trainers.
Required Qualifications: Candidates must possess a Bachelor's Degree from a recognized and accredited police academy, college, or university. They should have international expertise in capacity building and development of trainers within accredited police institutions. A minimum of five years of relevant professional experience in training firearms instructors is required, along with a proven ability to evaluate students' performance in handling firearms. Candidates should also have professional experience supervising firearm ranges with a focus on safety and efficiency. Excellent presentation skills and strong written and oral communication skills in English are essential. The ability to work collaboratively with individuals from diverse cultural and religious backgrounds is also necessary.
Educational Background: The position requires a Bachelor's Degree, which is defined as a first-level university degree or its equivalent. This educational background should be from a recognized and accredited institution, preferably with a focus on law enforcement or public safety.
Experience: The ideal candidate should have at least five years of professional experience specifically related to training firearms instructors. This experience should include evaluating students' performance in practical firearm handling and the use of appropriate training aids. Candidates should also demonstrate a history of effectively utilizing teaching philosophies to meet learning objectives and ensuring safety in firearm range supervision.
Languages: Fluency in English is mandatory, both written and spoken. While English is the primary language of communication for this position, knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The contract for this position is a Special Service Agreement (SSA) and is expected to last for 14 working days. The role is classified as a consultant position with no specific grade assigned.
