Job Overview:
The position involves delivering a specialized training program aimed at enhancing the writing and presentation skills of ten officers from the Police Inspectorate of Kosovo (PIK). The training is designed to improve their ability to produce clear, precise, and impactful reports, as well as to deliver persuasive presentations. The consultant will be responsible for developing training methodologies, preparing materials, and conducting the training sessions. The overall goal is to strengthen the communication skills of law enforcement officers, enabling them to effectively convey complex information and improve their operational effectiveness in tackling criminal activities. This role is crucial in supporting the OSCE's mission to enhance the strategic and operational capacities of security sector institutions in Kosovo.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager.
  • Preparing presentation slides and case studies relevant to the training agenda.
  • Delivering a comprehensive three-day training program focused on advanced writing and presentation skills for PIK officers.
  • Producing a final training evaluation report that includes observations and recommendations for further action by the OSCE Mission in Kosovo.
  • Submitting the training materials and agenda for review and incorporating feedback from the PDMS.
  • Conducting the five-day training session and ensuring that participants are engaged and able to apply the skills learned.
  • Providing ongoing support and guidance to participants during the training.

Required Qualifications:
Candidates must possess a bachelor's degree in law, social sciences, or a related field. They should have a minimum of ten years of relevant professional experience, particularly in writing and presentation skills. Additionally, at least five years of training experience in law enforcement oversight is required. Proven experience in delivering specialized training courses to law enforcement agencies and public institutions is essential. Familiarity with the Kosovo context is advantageous, along with cultural sensitivity and sound professional judgment. Previous experience in capacity building roles is considered an asset. Excellent spoken and written English language skills are mandatory, and candidates should demonstrate the ability to work effectively in diverse teams.

Educational Background:
The position requires a bachelor's degree, which can be a first-level university degree or its equivalent, preferably in law, social sciences, or a related discipline. This educational background is essential to ensure that the consultant has a solid understanding of the legal and social frameworks relevant to law enforcement and human rights compliance.

Experience:
The ideal candidate should have extensive experience, specifically a minimum of ten years in relevant fields, with a strong focus on writing and presentation skills. Additionally, candidates should have at least five years of experience in training roles related to law enforcement oversight. Experience working with international organizations is highly valued, as it indicates familiarity with the operational standards and expectations of such entities.

Languages:
Fluency in English, both spoken and written, is essential for this position. Candidates should be able to articulate complex information clearly and effectively. While English is the mandatory language, knowledge of additional languages may be considered an asset, particularly those relevant to the local context in Kosovo.

Additional Notes:
The contract for this position is classified as a Special Service Agreement (SSA) for a consultant role, with a duration of five working days. The consultant will be expected to start on October 13, 2025, and complete the training by October 24, 202
