Job Overview:
The position of Training Development and Monitoring Section Manager involves overseeing the training and development of police personnel within the OSCE Mission in Kosovo. The successful candidate will be responsible for managing all staff within the section, ensuring high-quality training delivery, and providing technical advice on police training programs. This role requires a strong background in police training, management, and the ability to work collaboratively with various stakeholders, including local institutions and international partners. The manager will also be expected to analyze training needs, develop curricula, and coordinate donor efforts to enhance police training capacity. The position demands flexibility, the ability to work under pressure, and a commitment to maintaining impartiality and objectivity in a diverse working environment.

Duties and Responsibilities:
The duties and responsibilities of the Training Development and Monitoring Section Manager include:
  • Managing all staff within the Training Development and Monitoring Section.
  • Overseeing, analyzing, and reporting on all aspects of police training, providing assistance and advice as needed.
  • Supervising and evaluating the Trainer Development Training and Training Needs Assessment to ensure high-quality instruction.
  • Taking remedial action regarding training materials, lesson plans, and curriculum development.
  • Supporting the drafting of police curricula based on the training needs of beneficiaries.
  • Acting as the departmental focal point on internal security sector development issues, liaising with OSCE Headquarters and local institutions.
  • Assisting in coordinating donor efforts for police training development.
  • Attending relevant trainings, seminars, and courses as required.
  • Performing other duties as assigned by the Director of the Department for Security and Public Safety.

Required Qualifications:
The required qualifications for this position include:
  • Graduation from a recognized police training school.
  • Proven negotiating and interpersonal skills.
  • Ability to read and utilize maps effectively.
  • Proficiency in first aid.
  • Regular, active police service experience.
  • Very good oral and written communication skills in English.
  • Knowledge of International Police Standards and human rights.
  • Completion of police administrative courses in human resources management and general police management is preferred.

Educational Background:
Candidates must possess a Bachelor's Degree or an equivalent first-level university degree. Additional qualifications in police administration, human resources management, or related fields are advantageous.

Experience:
Candidates should have a minimum of 10 years of diversified and progressively responsible police experience, including at least 12 months at a management level relevant to the position. Experience in police training and capacity building is essential, particularly in the context of South Eastern Europe.

Languages:
Fluency in English is mandatory, both oral and written. Knowledge of additional languages relevant to the region is considered an asset but not required.

Additional Notes:
This position is classified as a middle management role under the OSCE's international secondment contract type. It is a full-time position with a fixed-term contract. The OSCE encourages applications from qualified candidates of diverse backgrounds and emphasizes the importance of impartiality and ethical conduct. The successful candidate will be required to pass a driving test using a manual transmission vehicle within six months of assuming the post. The OSCE does not request payment at any stage of the application process.
