Job Overview:
The Chief of the Community Safety Development Section will play a pivotal role in enhancing community safety and policing strategies within Kosovo. This position requires a seasoned professional with extensive experience in law enforcement and community engagement. The successful candidate will be responsible for providing strategic direction to the Community Safety Development Section, managing staff, and advising on community policing initiatives. The role involves close collaboration with local and international stakeholders to develop and implement effective community policing policies. The Chief will also oversee project design, implementation, monitoring, and evaluation, ensuring that all initiatives align with the department's objectives and contribute to the overall safety and security of the community. This position demands strong leadership qualities, the ability to work under pressure, and a commitment to maintaining impartiality and objectivity in a diverse environment.

Duties and Responsibilities:
Under the direct supervision of the Director of the Department for Security and Public Safety, the Chief of the Community Safety Development Section will be tasked with a variety of responsibilities. These include assisting the Director in coordinating departmental strategy, policy, program, and budget; facilitating communication and implementation of departmental projects; interacting with international and local counterparts; ensuring efficient operational implementation of projects; representing the department in the absence of the Director; providing strategic direction and managing all staff within the Community Safety Development Section; advising on community policing and relationship development; overseeing project design and implementation; representing the department in inter-institutional forums; promoting community safety initiatives; coordinating donor efforts; and performing other management duties as assigned by the Director.

Required Qualifications:
Candidates must possess a first-level university degree in law enforcement, public safety, criminal justice, criminology, law, psychology, emergency management, or a related field. Additionally, candidates should have completed police academy administrative courses on human resources management and general police management. A minimum of 8 years of diversified and progressively responsible experience in police or relevant law enforcement/security fields is required, including at least 3 years in a management role. Candidates must demonstrate strong leadership qualities, management experience, and the ability to work with diverse groups while maintaining impartiality.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as law enforcement, public safety, criminal justice, criminology, law, psychology, or emergency management. Additional education in related fields and completion of police academy courses on human resources management and general police management are highly desirable.

Experience:
The position requires a minimum of 8 years of diversified and progressively responsible experience in police or other relevant law enforcement/security fields. This experience should include at least 3 years in a management capacity, demonstrating the ability to lead teams and manage complex projects effectively. Experience working with international organizations or governments, particularly in post-conflict or developing regions, is also essential.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of local languages is desirable and can enhance the candidate's effectiveness in the role.

This position is classified as an international secondment with a fixed-term contract. The job level is middle management, and it is a full-time role.
