Job Overview:
The Training Development and Monitoring Section Manager will play a crucial role in overseeing the training and development of police personnel within the OSCE Mission in Kosovo. This position requires a strong background in police training, management, and leadership development. The successful candidate will be responsible for managing all staff within the section, ensuring high-quality training delivery, and evaluating training needs. The role demands a proactive approach to developing training curricula and methodologies that align with international police standards and human rights. The manager will also liaise with various stakeholders, including local institutions and international partners, to enhance police training effectiveness and capacity building.

Duties and Responsibilities:
The successful candidate will be tasked with a variety of responsibilities, including managing all staff within the Training Development and Monitoring Section, overseeing and analyzing police training aspects, and providing assistance and advice. They will supervise and evaluate all aspects of Trainer Development Training and Training Needs Assessment, ensuring high-quality instruction. The manager will take remedial action regarding training materials and lesson plans, draft relevant police curricula, and act as the departmental focal point on internal security sector development issues. Additionally, they will coordinate donor efforts in developing police training, attend relevant trainings and seminars, and perform other duties as assigned by the Director of the Department for Security and Public Safety.

Required Qualifications:
Candidates must possess a valid automobile driving license and the ability to drive using manual transmission. They should have graduated from a recognized police training school and have strong negotiating and interpersonal skills. The role requires the ability to read and utilize maps, perform first aid, and have regular, active police service experience. Very good oral and written English communication skills are essential, along with knowledge of International Police Standards and human rights. Furthermore, candidates should have completed police administrative courses on human resources management and general police management.

Educational Background:
A Bachelor's Degree or equivalent is required for this position. Candidates should have completed police administrative courses focusing on human resources management and general police management, which are critical for the effective execution of the role's responsibilities.

Experience:
The position requires a minimum of 10 years of diversified and progressively responsible police experience, including at least 12 months at a management level relevant to the actual post. Proven working experience in police training and capacity building is essential, along with experience in project management, including planning, designing, budgeting, and evaluation.

Languages:
Very good oral and written English communication skills are mandatory for this position. Knowledge of additional languages relevant to the region would be considered an asset, enhancing the candidate's ability to communicate effectively with diverse stakeholders.

Additional Notes:
This position is classified as a middle management role within the OSCE Mission in Kosovo, with a contract type of International Secondment. The job is full-time, and the target start date is as soon as possible. Candidates should be aware that nationals or permanent residents of Kosovo are not eligible to apply.
