Job Overview:
The Human Resources Officer position at UNRWA involves providing comprehensive support in managing various HR functions throughout the employee lifecycle, from recruitment to staff separation. The incumbent will be responsible for ensuring compliance with applicable Staff Regulations and Rules, as well as Personnel Directives. This role requires a proactive approach to managing HR services, including recruitment, onboarding, contract management, payroll, staff development, performance management, and organizational design. The officer will also be tasked with entering and reviewing data in HR Information Systems, monitoring HR statistics, and preparing statistical reports. Additionally, the role includes assisting in recruitment services, coordinating administrative arrangements, and conducting research to support HR actions. The Human Resources Officer will work closely with other units within the department and prepare reports, including translations when necessary. This position is crucial for maintaining the efficiency and effectiveness of HR operations within UNRWA, contributing to the overall mission of supporting Palestine refugees.

Duties and Responsibilities:
The Human Resources Officer will perform a variety of duties, including but not limited to:
  • Providing substantive support in the management of HR functions, including recruitment, onboarding, contract management, payroll, and staff development.
  • Ensuring compliance with Staff Regulations and Rules, Personnel Directives, and other instructions.
  • Entering and reviewing HR data in various HR Information Systems, including ERP and HR Dashboards.
  • Monitoring and reporting on HR statistics and ensuring data accuracy.
  • Assisting in recruitment services, including preparing job openings, screening applicants, and participating in interviews.
  • Coordinating administrative arrangements for recruitment and maintaining relevant databases.
  • Conducting research and analysis to support HR actions and preparing summaries for personnel cases.
  • Responding to queries and drafting correspondence as assigned.
  • Performing office management and administrative functions, including budget preparation and procurement activities. 1
  • Collaborating with other departments to ensure effective HR operations and preparing regular and ad-hoc reports.

Required Qualifications:
Candidates must possess a university degree from an accredited institution in human resources, business administration, public administration, management, or a related discipline. Additionally, at least two years of relevant experience in human resources management is required, particularly in governmental, international, or medium/large commercial organizations. Candidates should have experience in recruitment and knowledge of standard computer applications, HR systems, and MS Excel. Familiarity with HR Information Systems such as SAP and Dashboards is desirable. Candidates must demonstrate a strong understanding of HR principles and practices, as well as the ability to analyze and present information effectively.

Educational Background:
A university degree from an accredited educational institution in human resources, business administration, public administration, management, or a related discipline is required for this position. This educational background is essential for understanding the complexities of human resources management and the various functions associated with it.

Experience:
Candidates are required to have at least two years of relevant experience in human resources management, specifically in applying the knowledge acquired in this field. This experience should be gained in governmental, international, or medium/large commercial organizations. Relevant experience in recruitment processes is also necessary, along with proficiency in standard computer applications and HR systems. Experience with HR Information Systems such as SAP and Dashboards is considered an asset.

Languages:
For this position, proficiency in English and Arabic is mandatory. English is required at UN Level II for reading, writing, listening, and speaking. Arabic is required at UN Level III for the same skills. Knowledge of French is an advantage but not mandatory. Candidates must demonstrate their language proficiency according to the UN Language Framework, which can be referenced for detailed requirements.

Additional Notes:
This position is a Fixed Term Appointment for one year, with the possibility of extension based on satisfactory performance and availability of funds. The grade for this position is Grade 12, with a monthly basic salary of JD 780.0
  • Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. The agency provides 2 days of sick leave for each completed month of service, 14 weeks of maternity leave, and 2 weeks of paternity leave. This vacancy is open to internal candidates only, and applicants must reside in Amman and have authorization to work in the duty station. The agency will not facilitate work permits, and without a valid permit, the appointment may be rescinded. Preference will be given to registered Palestine refugees and candidates who can assist the agency in achieving gender parity.
